RELATING TO DESIGNATED ECONOMIC DEVELOPMENT DISTRICT. Establishes the Hawaii Economic Development District Planning Organization and board within the Department of Business, Economic Development, and Tourism. Designates the Office of Planning and Sustainable Development to organize the Hawaii Economic Development District Planning Organization. Establishes 4 full-time equivalent temporary, exempt positions. Makes an appropriation. Effective 6/30/3000. (HD1)

RELATING TO NONPROFIT ORGANIZATIONS. Clarifies the application of the general excise tax law with regard to gross income derived from unrelated trade or business activities of nonprofit organizations. Effective 6/30/3000. Sunsets 12/31/2028. (HD1)

RELATING TO TAXES. Requires productions to provide evidence of reasonable efforts to comply with all applicable requirements to qualify for the motion picture, digital media, and film production income tax credit. Requires taxpayers be given notice of and an opportunity to cure requirements for the motion picture, digital media, and film production income tax credit within thirty days of receiving the notice. Takes effect 1/6/2050. (HD1)

RELATING TO PASS-THROUGH ENTITY TAXATION. Authorizes certain pass-through entities to elect to pay Hawaii income tax at the entity level. Effective 6/30/3000. (HD1)

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS FOR THE DELIVERY OF HEALTH CARE SERVICES. Expands the definition of "private entity" to include business organizations that are authorized to transact business in the State, including nonprofit management entities that have a certificate of need or license to operate one or more community hospitals or hospitals serving a rural population licensed under the laws of any state. Beginning 1/1/2024, require the chief executive officer of the Hawaii health systems corporation to provide written comments to the governor before the State enters into any new agreement with a private entity or modifies or terminates any existing agreement to transfer the right and responsibility to manage, operate and otherwise provide health care services at one or more facilities of the Maui regional system. Effective 6/30/3000. (HD1)

RELATING TO MEDICAL EDUCATION AND TRAINING. Reestablishes the Hawaii medical education special fund. Appropriates funds into and out of the Hawaii medical education special fund to the John A. Burns School of Medicine for graduate medical education and training programs, to create more residencies and training opportunities on the neighbor islands for medical students, and for medical student and residency training opportunities in partnership with the United States Department of Veterans Affairs. RELATING TO LOAN REPAYMENT FOR HEALTH CARE PROFESSIONALS. Appropriates funds to the Department of Health for the Hawaii State Loan Repayment Program for health care professionals. Requires funds to be expended in coordination with the John A. Burns School of Medicine of the University of Hawaii at Manoa. Requires matching funds. Effective 6/30/3000. (HD1)

RELATING TO NURSES. Authorizes the board of nursing to issue temporary permits for six-month periods to out-of-state licensed practical nurses and registered nurses or who hold a multistate license issued by another state, territory, or foreign country, under certain circumstances. Provides an exception from licensing requirements to nurses who are licensed in another state, territory, or foreign country and accompanying a patient from out-of-state for a period of less than two weeks and who are not employed or affiliated with a health care entity in the State. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT. Adopts the interstate medical licensure compact. Permits the department of commerce and consumer affairs to adopt rules to implement and administer the compact. Authorizes the department of commerce and consumer affairs to conduct criminal history record checks on applicants for licensure under the compact. Appropriates funds. Effective 12/31/2050. (HD1)

RELATING TO HEALTH. Allows certain physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses. (HD1)

RELATING TO PHARMACISTS. Requires the auditor to conduct an assessment on the social and financial impacts of mandating health insurance coverage for care provided by a participating registered pharmacist practicing within the scope of the pharmacist's license. Requires a report to the legislature before the 2024 regular session. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO HEALTH. Requires the office of primary care and rural health to oversee and support community efforts to collaboratively address the health and wellness needs of the State's most underserved rural residents to develop plans that align with appropriate providers' goals and objectives. Requires the office of primary care and rural health to include a one-time summary of community plans with the report that is to be submitted to the legislature prior to the regular session of 2024. Appropriates funds for the establishment of one permanent full-time equivalent position within the department of health's family health services division. Effective 6/30/3000. (HD1)

RELATING TO THE HAWAII STATE HEALTH INSURANCE ASSISTANCE PROGRAM. Requires the executive office on aging to submit to the legislature annual progress reports on the Hawaii state health insurance assistance program. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO FETAL ALCOHOL SPECTRUM DISORDERS. Requires the Department of Health to establish and administer a three-year pilot program to implement a co-management system of care for the diagnosis and treatment of persons with fetal alcohol spectrum disorders. RELATING TO CRISIS INTERVENTION. Establishes an expanded crisis intervention and diversion activities program within the department of health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis center" and "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be assisted by a crisis intervention officer and transported to a designated crisis center. Appropriates funds for the expanded crisis intervention and diversion activities program and for certification of law enforcement officers in mental health first aid by the department of health. Effective 6/30/3000. (HD1)

RELATING TO MENTAL HEALTH. Requires the department of health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the department of health to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons may fulfill the criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the department of health that the person should be evaluated for assisted community treatment. Requires the department of the attorney general to assist with the preparation and filing of petitions for assisted community treatment, unless declined by the petitioner. Appropriates funds to the department of health for software and data collection and publication. Appropriates funds for statewide education and training on policies related to emergency examination and hospitalization and assisted community treatment. Effective 6/30/3000. (HD1)

RELATING TO LICENSES TO SOLEMNIZE MARRIAGES. Establishes a standard license to solemnize marriages, valid for one year from the date of issuance. Establishes a short-term license to solemnize marriages, valid for sixty days from the date of issuance. Establishes a fee of $100 per year for the issuance of a standard license. Establishes a fee of $25 per sixty-day period for a short-term license. Specifies in what amount and to which fund license fees shall be deposited. (SD1)

RELATING TO ACCESS FOR DISABLED PERSONS. Authorizes each county to adopt ordinances to enforce the design and construction requirements for the provision of accessible parking spaces, including the establishment of penalties for failure to comply with the ordinance. Authorizes officials appointed by a county to enter the property of places of public accommodation to enforce violations of the county ordinances. Effective 6/30/3000. (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
