Requires contracts entered into by the Hawaii Tourism Authority for management of the Hawaii Convention Center facility to include marketing for all uses of the facility.  Effective 6/30/3000.  (HD1)

RELATING TO VISITOR IMPACT FEES.

Effective 7/1/2025, establishes the visitor impact fee program within the department of land and natural resources, through which the department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area.  Establishes the visitor impact fee special fund effective 7/1/2023.  Requires report to the legislature on strategic plan and timetable for objectives and implementation of the visitor impact fee program.  Appropriates funds for the visitor impact fee strategic plan and positions for the visitor impact fee program.  Effective 6/30/3000.  (HD2)

RELATING TO COMBAT SPORTS.

Establishes the combat sports commission of Hawaii.  Provides for regulation of combat sports.  Prohibits no rules combat or similar contests.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO INSURANCE.

Requires sponsored captive insurance companies to maintain separate protected cells for separate participant contracts.  Authorizes captive insurance companies to apply for an exemption from examination from the insurance commissioner; provided that certain conditions are met.  Requires protected cells established by sponsored captive insurance companies to be approved by the insurance commissioner.  Authorizes sponsored captive insurance companies to establish and maintain protected cells to insure risks of parties unaffiliated with a participant under certain circumstances.  Requires a participant, through a sponsored captive insurance company, to insure only risks approved by the insurance commissioner.  Effective 7/1/2050.  (HD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Reduces the period for which an application shall be considered abandoned from two years to one year.  Specifies the conditions under which applications for licenses and examinations will be deemed abandoned.  Provides that the one-year period after which an application is considered abandoned cannot be extended.  Provides that a licensing authority shall not be required to act on any abandoned application and that the licensing authority may destroy abandoned applications.  Clarifies that an application submitted after an abandoned application shall be treated as a new application and that the applicant shall comply with any new licensing requirements in effect at the time of the new application.

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE.

Beginning 1/1/2024, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies.  Extends operations of companies in the digital currency innovation lab under certain circumstances.  Appropriates funds for three full-time equivalent (3.0 FTE) permanent examiners.  (HD1)

RELATING TO THE USE OF ELECTRONIC FILING BY THE PUBLIC UTILITIES COMMISSION.

Authorizes the public utilities commission to use electronic filing processes, including electronic service of documents, under the statutory chapters regulating public utilities, motor carriers, and water carriers.  Effective 6/30/3000.  (HD1)

RELATING TO TRANSPORTATION.

Authorizes the department of transportation to regulate the parking of shared cars at state airports.  Authorizes the counties to regulate the parking of shared cars on highways under their jurisdiction.  Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program.  Effective 7/1/2050.  (HD1)

Establishes the Hawaii Farm to Food Bank Program and Hawaii food assistance program special fund to alleviate food shortages in the State.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO FOOD SUSTAINABILITY.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the State Agriculture Functional Plan to include other agricultural economic updates that expand the State's priority on food by increasing local food self-sufficiency and exports.  Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2025.  Effective 6/30/3000.  (HD1)

Establishes and appropriates funds for a grant program in the Department of Agriculture to provide grants to taro farmers in meeting the costs of cultivating taro for consumption.  Effective 6/30/3000.  (HD1)

RELATING TO LIVESTOCK.

Requires the University of Hawaii College of Tropical Agriculture and Human Resources, in consultation with livestock industry stakeholders, to conduct a study to assess the effects of heat stress on beef cattle during interisland ocean transportation.  Requires a report.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO AGRICULTURE.

Appropriates funds to the department of agriculture to mitigate and control infestations of the two-lined spittlebug, undertake recovery efforts for lands damaged by the two-lined spittlebug, and establish a five-year pilot program to mitigate and control the significant increase in the population of feral chickens and pigs throughout the State.  Requires reports to the Legislature.  Effective 6/30/3000.  (HD1)

RELATING TO INVASIVE SPECIES.

Requires the Hawaii Invasive Species Council to classify the fungal pathogen that causes coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust.  Effective 6/30/3000.  (HD1)

RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the coffee berry borer and coffee leaf rust pesticide and fertilizer subsidy program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026.  Requires the Department of Agriculture to report to the Legislature.  Appropriates funds for the operation and implementation of the pesticide and fertilizer subsidy program.  Effective 6/30/3000; provided that the appropriation shall take effect on 7/1/2050.  (HD1)

RELATING TO ORNAMENTAL GINGER.

Appropriates funds to the University of Hawaii for statewide research into ornamental ginger pathogens, prevention of the spread of ornamental ginger pathogens, production and distribution of pathogen-free ornamental ginger plants, and outreach to ornamental ginger producers.  Effective 6/30/3000.  (HD1)

RELATING TO AQUACULTURE.

Transfers the business, processing, distribution, and marketing functions of the Aquaculture Program from the Department of Agriculture to the Agribusiness Development Corporation.  Appropriates moneys.  Effective 6/30/3000.  (HD2)
