Establishes the Hawaii Economic Development District Planning Organization.  Designates the Hawaii Economic Development District Planning Organization as the district organization for purposes of implementing the United States Economic Development Administration-approved comprehensive economic development strategy.  Establishes positions.  Appropriates funds.  Effective 6/30/3000.  (HD1)

Appropriates funds for the development of a database and data portal from data sources detailed in the May 2022 report on social vulnerability to climate change in Hawaii, under certain conditions.  Appropriates funds for the maintenance and updating of the data portal.  Effective 6/30/3000.  (HD1)

RELATING TO CESSPOOLS.

Part I: Establishes and appropriates funds for a county cesspool pilot program in DOH to work with each county to identify a priority area to expand the county sewage system or other centralized treatment system to connect individual properties in the priority area and reduce or eliminate cesspools in the identified area.  Part II:  Creates a cesspool conversion section in DOH to facilitate the conversion of cesspools within the State.  Establishes and appropriates funds for positions.  Part III:  Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system.  Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures for real property transactions.  Effective 6/30/3000.  (HD2)

Requires the public utilities commission to use universal service fund moneys to provide free telecommunications access to certain information for individuals with print disabilities.  Effective 7/1/3000.  (HD1)

MAKING AN APPROPRIATION TO IMPLEMENT THE RECOMMENDATIONS OF THE TASK FORCE ON MOBILITY MANAGEMENT, ESTABLISHED PURSUANT TO ACT 214, SESSION LAWS OF HAWAII 2013.

Makes an appropriation to the department of health to implement the recommendations of the statewide mobility management task force, established pursuant to Act 214, Session Laws of Hawaii 2013.  Effective 7/1/3000.  (HD2)

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
