RELATING TO REAL PROPERTY LIENS. Authorizes the State and the counties to place liens on real properties for unpaid civil fines resulting from violations of land use laws. Authorizes the State and counties, subject to adoption of appropriate and particular laws or rules establishing the power of sale, to sell properties after all notices, orders, and appeal proceedings, if any, are exhausted and use those revenues to pay unpaid civil fines related to property. Increases the minimum amount of qualifying contributions certain candidates must receive to participate in the program. Increases the matching fund payments for excess qualifying contributions. (HD1)

RELATING TO CAMPAIGN FINANCE. Authorizes candidates and their candidate committees to donate residual campaign funds to the general fund of the State or to the real property tax general fund of any county of the State. Effective 6/30/3000. (HD1)

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of fine from $1,000 to $5,000 that may be assessed against a noncandidate committee making only independent expenditures that has received at least 1 contribution of more than $10,000, or spent more than $10,000 in an election period, for campaign spending law violations. Allows the Campaign Spending Commission to order the fine be up to 3 times the amount of the unlawful contribution or expenditure, and to order that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

RELATING TO PUBLIC RECORDS. Beginning 7/1/2024, imposes a cap on charges for the reproduction of certain government records; waives the cost of duplication of government records provided to requestors in an electronic format; imposes a cap on charges for searching for, reviewing, and segregating records; and provides for a waiver of fees when the public interest is served by a record's disclosure. Appropriates funds for positions in the office of information practices. Effective 6/30/3000. (HD1)

RELATING TO THE DRUG AND ALCOHOL TOXICOLOGY TESTING LABORATORY. Authorizes moneys in the state highway fund to be expended to maintain the drug and alcohol toxicology testing laboratory. Authorizes moneys in the drug and alcohol toxicology testing laboratory special fund to be administered and expended by the department of transportation or appropriated as a grant-in-aid to the city and county of Honolulu emergency services department to support the laboratory. Appropriates funds for the laboratory. Requires reports to the legislature. Effective 6/30/3000. (HD1)

RELATING TO HIGHWAY SAFETY. Amends the definitions of "special interest vehicle," "street rod replica vehicle," and "street rod vehicle," for purposes of the Hawaii Highway Safety Act, to be based on the age of the vehicle or the parts used, rather than a certain year. Requires vehicles to meet the safety standards that were in effect at the time of manufacture. Effective 6/30/3000. (HD1)

RELATING TO SEXUAL ABUSE OF MINORS. Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise time‑barred action. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
