RELATING TO THE SCHOOL FACILITIES AUTHORITY.

Transfers $200,000,000 of general funds previously appropriated to the school facilities authority of the department of education to the school facilities special fund.  Appropriates an unspecified amount of funds out of the school facilities special fund for the school facilities authority to expand access to eligible children for pre-kindergarten.  Effective 6/30/3000.  (HD1)

RELATING TO EARLY LEARNING.

Appropriates funds for the preschool open doors program and executive office on early learning to expand access to preschool and to implement program changes required by previous acts.  Expands the types of entities from which a preschool open doors service provider may obtain accreditation.  Expands the preschool open doors program application process to eligible three-year-old children.  Authorizes the preschool open doors special fund to accept federal funds.  Effective 6/30/3000.  (HD1)

Increases the fee for the issuance of an apostille or certification to $10.  Establishes the apostilles and certifications special fund.  Authorizes the office of the lieutenant governor to expend moneys in the fund for operational expenses.  Effective 6/30/3000.  (HD1)

Changes the governmental entity responsible for the administration of the address confidentiality program from the office of the lieutenant governor to the department of the law enforcement.  Authorizes the department of law enforcement to contract the services of a third party to administer certain services of the program.  Appropriates funds for the address confidentiality program.  Effective 6/30/3000.  (HD1)

Requires the public access room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education.  Requires the department of education and university of Hawaii to assign appropriate staff to coordinate with the public access room for the outreach and engagement program.  Appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement.  Effective 6/30/3000.  (HD1)

RELATING TO MOTOR VEHICLES.

Requires that motorcycles receive safety inspections once every 2 years instead of once every 12 months.  Requires the director of transportation to adopt rules to increase to $25 the inspection fee for motorcycles.  Establishes a 2-year moratorium on motorcycle certificates of inspection requirements.  Effective 6/30/3000.  (HD1)

RELATING TO THE ROAD USAGE CHARGE PROGRAM.

Creates a mileage-based road usage charge to replace state motor fuel taxes, beginning on 7/1/2025, for electric vehicles.  Eliminates the $50 annual state vehicle registration surcharge for electric vehicles.  Allows electric vehicles a choice of paying a registration surcharge or a per-mile road usage charge until 2033.  Requires motor vehicle registration applications to specify the type of fuel for which the vehicle is adapted.  Requires certificates of inspection to state the odometer reading.  Requires the department of transportation to plan for the deployment of a state mileage-based road user charge program by 2033 and submit a report to the legislature.  Appropriates funds.  Effective 6/30/3000.  (HD2)

Amends the law relating to the issuance of citations for violations of section 291-35, HRS, relating to vehicle gross weight, axle, and wheel loads.  Effective 6/30/3000.  (HD1)

RELATING TO COMMERCIAL MOTOR VEHICLE FINES.

Amends the law relating to vehicle weight violations by replacing the fine schedule and increasing the potential fines based on multitude and magnitude of vehicle weight violations.  Effective 6/30/3000.  (HD1)

RELATING TO WATER COMMON CARRIERS.

Removes the requirement that water common carriers secure prior approval of the public utilities commission to enter into long term leases of more than three years and leverage leases. Effective 7/1/3000.

RELATING TO ENVIRONMENTAL PROTECTION.

Requires that asphalt removed from roads and driveways be recycled.  Requires the Department of Transportation to adopt rules regarding best practices for paving projects, asphalt processing, and asphalt disposal.  Requires the Department of Health to designate asphalt storage sites or develop a centralized asphalt state processing and storage facility.  Effective 6/30/3000.  (HD1)

RELATING TO TOURISM.

Requires the School of Travel Industry Management of the University of Hawaii to conduct a study that assesses the tourism social carrying capacity for each of the islands of Oahu, Maui, Hawaii, Kauai, Lanai, and Molokai.  Requires the School of Travel Industry Management to consult with the Department of Health and Department of Land and Natural Resources and allows the school to consult with other entities.  Appropriates funds.  Effective 6/30/3000.  (HD2)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Establishes a transient accommodations tax rate of twenty-five per cent for furnishing transient vacation units to transient occupants for less than thirty days.  Effective 6/30/3000.  (HD1)

RELATING TO TOURISM.

Establishes the powers, duties, and responsibilities of the destination management agency, including its director and commission.  Establishes the tourism special fund and county assistance special fund, to receive allocations from transient accommodations tax revenue.  Repeals the Hawaii tourism authority.  Effective 6/30/3000.  (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
