RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM. Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands. Requires the department of human services to establish a working group and submit an implementation plan to the legislature before the regular session of 2024. Requires the department to report to the legislature prior to the regular session of 2027. Appropriates funds. Repeals on 6/30/2027. Effective 7/30/3000. (HD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Appropriates funds to establish homelessness coordinator positions on Maui, Oahu, Kauai, and Hawaii island within the Department of Land and Natural Resources. Effective 6/30/3000. (HD1)

Requires the department of human services to establish a three-year return-to-home pilot program to return homeless individuals in the State to families and relatives in their home states. RELATING TO EXEMPTIONS FROM CIVIL SERVICE FOR POSITIONS IN THE DEPARTMENT OF HUMAN SERVICES. Permanently exempts nine positions in the department of human services from civil service. Effective 6/30/3000. (HD2)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. RELATING TO NURSING FACILITIES. Repeals the sunset dates of Act 156, SLH 2012, and Act 124, SLH 2014, to make the nursing sustainability program permanent and permanently exempt the program from the central service and administrative expenses assessments. Repeals the nursing facility tax. Appropriates funds from the nursing facility sustainability program special fund. Effective 6/30/3000. (HD1)

RELATING TO CHILD CARE. Requires the department of human services, when determining income eligibility for child care subsidies, to consider special circumstances, such as the retroactive payment of workers' compensation or temporary disability insurance benefits, that cause the monthly gross income of a parent, guardian, or other responsible party to exceed the eligible monthly gross income. Effective 6/30/3000. (HD1)

RELATING TO EARLY CHILD CARE. Requires the department of human services to establish and implement a two-year infant and toddler child care worker subsidy pilot program to assist in retaining the existing child care workforce. RELATING TO EARLY LEARNING OPPORTUNITIES. Requires the department of human services to establish a child care accreditation program to assist licensed and registered child care providers obtain accreditation. Authorizes the use of the child care grant program special fund for child care accreditation program grants. Amends the time period for when existing preschool open doors service providers are required to obtain accreditation. Appropriates funds for the child care accreditation program, including for the establishment of one full-time position for the program. Appropriates funds into and out of the child care grant special fund. Effective 6/30/3000. (HD1)

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
