RELATING TO AUTHENTIC ASSESSMENTS.

Repeals the requirements for standards-based curriculum to be implemented in all classrooms in public schools and public school complexes and for public school complexes to use standards-based formative assessment tools to monitor student progress.  Authorizes public school complexes to develop rigorous classroom-based performance assessments, including the use of authentic assessments as part of classroom-based performance assessments.  Effective 6/30/3000.  (HD1)

RELATING TO EDUCATION.

Requires the department of education to fully implement the farm to school program and farm to school meals program by the 2024‑2025 school year.  Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs.  Requires certain school cafeteria supervisors to report directly to complex area superintendents.  Establishes school cafeteria supervisor positions.  Requires the office of talent management of the department of education to conduct a compensation review of school cafeteria supervisor positions.  Appropriates funds.  Effective 7/1/3000.  (HD2)

Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products.  Effective 7/1/3000.  (HD1)

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering.  Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering.  Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times.  Effective 6/30/3000.  (HD1)

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student.  Appropriates funds for the establishment of a position dedicated to financial literacy within the department of education.  Effective 6/30/3000.  (HD1)

RELATING TO SUPPORT FOR TRADITIONAL NATIVE SPEAKERS OF HAWAIIAN.

Provides that, in any island with a population of five hundred or less, Hawaiian language shall be recognized as the sole indigenous language of the Hawaiian islands; public schools may offer a course in Hawaiian language; and every effort shall be made to accommodate Hawaiian speakers.  Requires and appropriates funds for the state public charter school commission to study the Hawaiian language, publish resource materials for native speakers of the Hawaiian language, consult stakeholders, and submit a report to the legislature.  Effective 6/30/3000.  (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
