RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Establishes a public policy framework that addresses state goals in the area of economic diversification. Appropriates funds to the Hawaii Technology Development Corporation to implement specific projects that address those goals. Requires the Hawaii Technology Development Corporation to submit annual reports to the legislature. Effective on July 1, 2023.

RELATING TO AEROSPACE DEVELOPMENT. Establishes the Aerospace Development Office within the Hawaii Technology Development Corporation. Appropriates funds.

RELATING TO THE HYDROGEN FUELING SYSTEM SUBACCOUNT. Appropriates funds from the Hydrogen Fueling System Subaccount within the Public Utilities Commission Special Fund for the Zero-Emission Vehicle Fueling System Rebate Program.

RELATING TO EFFICIENCY STANDARDS. Allows the chief energy officer of the Hawaii state energy office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for air purifiers, electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers, effective 1/1/2025.

RELATING TO RENEWABLE ENERGY. Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for certain renewable energy projects; provided that any costs for changes in reliability standards or interconnection requirements shall not be the responsibility of the interconnection customer after the interconnection customer's power purchase agreement has been approved by the Public Utilities Commission. Requires the Public Utilities Commission to establish: (1) the distinction between interconnection facilities and utility network upgrades; (2) that the cost of interconnection facilities shall be the responsibility of the interconnection customer; and (3) that the cost of utility network upgrades shall be the sole responsibility of the transmission provider. Establishes a timeline and requirements for interconnection procedures to be established by the Public Utilities Commission for certain utility-scale renewable energy projects. Requires implementation of the Hawaii Electricity Reliability Administrator Law. Requires the Public Utilities Commission to submit a report and assessment of the Hawaii Electric Reliability Administrator to the Legislature.
