Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances.  Effective 7/1/2050.  (SD1)

RELATING TO POLLUTION ABATEMENT.

Increases civil penalties for the violation of various pollution provisions.  Establishes and appropriates funds for one full-time equivalent (1.0 FTE) environmental health specialist position.  Takes effect 3/22/2075.  (SD2)

RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters.  Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters.  (SD2)

RELATING TO TRANSPORTATION.

Requires rental vehicle companies using state facilities to pay or reimburse the State to install new or utilize existing state electric vehicle charging infrastructure at public facilities beginning January 1, 2028.  Establishes a task force to develop and implement electric vehicle charging infrastructure to support one hundred per cent electric vehicle rental car fleets in the State by 2035.  Requires annual reports to the Legislature.  Takes effect 7/1/2050.  (SD2)

RELATING TO ENERGY.

Authorizes government agencies to wheel electricity over the existing transmission lines of a third-party electric public utility, excluding member-owned cooperatives, that is produced by their own facilities from renewable energy sources to another government agency's facilities, subject to certain restrictions.  Effective 7/1/2050.  (SD2)

RELATING TO THE HYDROGEN FUELING SYSTEM SUBACCOUNT.

Appropriates funds from the Hydrogen Fueling System Subaccount within the Public Utilities Commission Special Fund for the Zero-Emission Vehicle Fueling System Rebate Program.  Effective 7/1/2050.  (SD2)

RELATING TO RENEWABLE ENERGY.

Establishes the Hawaii Electricity Reliability Surcharge Special Fund.  Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for all users, owners, or operators of the Hawaii electric system and determine the responsibility of costs associated with any reliability standards or inter-connection requirements.  Requires the Public Utilities Commission to establish: (1) the distinction between interconnection facilities and utility network upgrades; (2) that the cost of interconnection facilities shall be the responsibility of the interconnection customer; and (3) that the cost of utility network upgrades shall be the sole responsibility of the transmission provider.  Establishes a timeline and requirements for interconnection procedures to be established by the Public Utilities Commission for certain utility-scale renewable energy projects.  Requires implementation of the Hawaii Electricity Reliability Administrator Law upon establishment of the Hawaii Electricity Reliability Administrator Surcharge.  Beginning 1/1/2024, requires the surcharge to be imposed on certain customers to cover the costs of the Administrator to be deposited into the Hawaii Electricity Reliability Surcharge Special Fund Subaccount.  Requires the Public Utilities Commission to submit a report and assessment of the Hawaii Electric Reliability Administrator to the Legislature.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO EFFICIENCY STANDARDS.

Allows the Chief Energy Officer of the Hawaii State Energy Office to enforce minimum efficiency standards and adopt or amend efficiency standards.  Sets minimum efficiency standards for air purifiers, electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
