RELATING TO THE ENVIRONMENT.

Specifies that no law, rule, ordinance, or code, including the state building code shall prohibit or limit the deemed acceptable use of a refrigerant.

RELATING TO WASTE-TO-ENERGY.

Requires the Hawaii State Energy Office to enter into a public‑private partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.

RELATING TO GAS APPLIANCES.

Beginning 1/1/2025, prohibits the installation of gas appliances in new construction within the State.

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests.  Establishes civil penalties.  Effective 6/30/3000. (HD1)

Status

RELATING TO LAND USE.

Requires the department of land and natural resources to prepare plans and a program to facilitate voluntary relocation of residential development away from areas at risk of sea level rise.  Establishes the sea level rise relocation special fund.  Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high-risk areas.  Expands the climate change adaptation priority guidelines.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO DISPOSABLE WIPES.

Makes it unlawful to sell, offer to sell, or distribute for sale in the State any flushable wipe.  Defines flushable wipe.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Amends the statutory duties of the Natural Energy Laboratory of Hawaii Authority.  Requires the Authority to conduct certain activities in a culturally sensitive and environmentally appropriate manner and to engage in community outreach and education.  Amends the membership of the Natural Energy Laboratory of Hawaii Authority board of directors by requiring 1 board member to represent the University of Hawaii Institutional Animal Care and Use Committee and 1 member to be a cultural practitioner from the ahupuaa of Ooma or Kalaoa.

Status

RELATING TO ENERGY.

Requires the public utilities commission to administer an electric vehicle charging system loan program to provide loans to applicants who install eligible electric vehicle charging systems.  Appropriates funds.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
