RELATING TO WATER CONSERVATION. Appropriates moneys to certain counties to create pilot programs that incentivize residential homeowners in certain dry areas to replace landscaping refurbishments with alternatives that reduce water use.

RELATING TO THE STATE PLAN. Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning and sustainable development, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines.

RELATING TO GASOLINE-POWERED LEAF BLOWERS. Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers. Increases the amounts of fines for offenses of leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers upon a third violation. Removes the exemption on leaf blower restrictions for government agencies. Takes effect 1/1/2025.

RELATING TO ORGANIC WASTE. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.

RELATING TO ORGANIC WASTE DIVERSION. Updates the State's integrated solid waste management goals and priorities to include organic waste diversion. Requires and appropriates moneys for the counties to incorporate organic waste diversion into the counties' integrated solid waste management plans.

RELATING TO THE ENVIRONMENTAL ADVISORY COUNCIL. Makes a housekeeping amendment to section 341-6, Hawaii Revised Statutes, to delete a reference to a repealed section.

RELATING TO ENERGY. Establishes within the Hawaii State Energy Office the future fusion task force to promote the use of fusion as an energy source in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
