RELATING TO CESSPOOLS. Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Effective 7/1/2050. (SD2)

RELATING TO CESSPOOLS. Requires each county to develop a comprehensive integrated wastewater management plan and financial strategy. Requires each county to submit its respective plan and financial strategy to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO WASTEWATER SYSTEMS. Establishes a 3-year New Wastewater System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1 in the 2021 Hawaii Cesspool Hazard Assessment and Prioritization Tool Report; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Appropriates funds for 1 full-time equivalent (1.0 FTE) engineer position and 1 full-time equivalent (1.0 FTE) planner position within the Department of Health's Wastewater Branch to support approval of individual wastewater systems applications. Effective 7/1/2050. (SD2)

RELATING TO CESSPOOLS. For taxable years beginning after 12/31/2023, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the Director of Health, or connecting to a sewerage system. Effective 7/1/2050. Sunsets 12/31/2028. (SD2)

RELATING TO GEOTHERMAL ROYALTIES. Establishes the renewable energy resources development special fund. Requires annual reports to the Legislature. Requires that, for royalties from geothermal resources, ten per cent be paid to the county where the geothermal mining operations are situated, fifty per cent be paid to the Department of Land and Natural Resources, twenty per cent be paid to the Office of Hawaiian Affairs, and twenty per cent be deposited into the renewable energy resources development special fund. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY. Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits in territories served by an investor-owned electric utility to adopt self-certification for solar distributed energy resource systems that are not SolarAPP+ compatible. Effective 1/6/2050. (SD2)

RELATING TO WASTE DISPOSAL FACILITIES. Prohibits the construction, modification, or expansion of any waste or disposal facility for hazardous waste or solid waste on land that is near or above a significant aquifer as determined by the Department of Health, in consultation with the Commission on Water Resource Management.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
