RELATING TO EDUCATION. Establishes a nationally certified school psychologist incentive program. Appropriates funds for the incentive program. Effective 7/1/3000. (HD1)

RELATING TO LIBRARIES. Prohibits any contract or license agreement between a publisher and library in the State from precluding, limiting, or otherwise restricting the library from performing customary operational and lending functions; restricting the library from disclosing any terms of its license agreements to other libraries; and requiring, coercing, or enabling a library to violate rules regarding confidentially of a patron's library records. Deems contracts that contain prohibited provisions an unfair or deceptive act or practice and void and unenforceable. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION. Beginning with the 2023-2024 school year, requires the department of education and public charter schools to provide free breakfast and lunch to all enrolled students. Appropriates funds. Effective 6/30/3000. (HD1)

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 1 minutes each.
