RELATING TO PUBLIC SCHOOLS.

Expanding the statutory prohibition on the use of tobacco at public schools and public school functions to be a prohibition on the use and possession of electronic smoking devices and tobacco products.

RELATING TO EDUCATION.

Clarifies that, because minors do not have legal capacity independent of their parents, a minor student's parent or legal guardian must produce the required student records when transferring schools.  Clarifies that emancipated minors may also produce the required student records when transferring schools.  Clarifies that the transfer process is the same whether a transfer is within the same complex area or to another complex area.

RELATING TO SAFE ROUTES TO SCHOOL.

Establishes the safe routes to school advisory committee within the planning branch of the highways division of the department of transportation.  Appropriates moneys.  Effective 7/1/3000.  (HD1)

Requires the department of education to establish an electric school bus pilot program to provide certain complex areas with ownership and control of electric school buses.  Appropriates funds.

Appropriates funds to the department of education for school bus services.

RELATING TO THE DEPARTMENT OF EDUCATION.

Establishes the shade and fruit tree program beginning on 1/1/2024 in the department of education to support educational activities and encourage propagation of native shade trees and fruit trees for planting in department schools.  Appropriates funds for the program and to establish an arborist position.

Status

RELATING TO EDUCATION.

Requires the Department of Education to fully implement the farm to school program and farm to school meals program by the 2024-2025 school year.  Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs.  Requires certain school cafeteria supervisors to report directly to complex area superintendents.  Establishes school cafeteria supervisor positions.  Requires the Department of Human Resources Development to conduct a compensation review of school cafeteria supervisor positions.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Status

RELATING TO EDUCATION.

Requires the Department of Education to develop and implement a School Meal Subsidy Program to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the federal Free and Reduced Price Lunch Program, subject to income eligibility.  Appropriates funds.

RELATING TO EDUCATION.

Beginning with the 2023-2024 school year, requires the department of education to provide free lunch to all enrolled students.  Appropriates funds.

RELATING TO SCHOOL MEALS.

Beginning with the 2023-2024 school year, requires public schools to provide free breakfast and lunch to all enrolled students.  Appropriates funds.

Status

RELATING TO LIBRARIES.

Prohibits any contract or license agreement between a publisher and library in the State from precluding, limiting, or otherwise restricting the library from performing customary operational and lending functions; restricting the library from disclosing any terms of its license agreements to other libraries; and requiring, coercing, or enabling a library to violate rules regarding confidentially of a patron's library records.  Deems contracts that contain prohibited provisions an unfair or deceptive act or practice and void and unenforceable.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
