RELATING TO CHARTER SCHOOLS. Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools.

RELATING TO EDUCATION. Establishes a pilot program in the state public charter school commission to provide an educational pathway for teacher licensure or staff certification for cultural practitioners.

RELATING TO ALTERNATIVE SPORTS LEAGUES FOR HIGH SCHOOL STUDENTS. Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students. This league is open to all high school students, regardless of whether the student attends a public, private, charter, or home school.

RELATING TO EDUCATION. Allows students who experienced educational disruption to graduate high school through enrollment in an accepted alternative education program and participation in certain activities approved by the department of education.

RELATING TO EDUCATIONAL HEALTH SERVICES. Allows the administration of medication to public school students by health assistants with the approval of a health care professional within the Department of Education, Department of Health, or a health care service per a written agreement with the Department of Education. Replaces the term "school health aides" with "school health assistants" to reflect recent changes to the job title.

RELATING TO EMERGENCY MEDICAL RESPONSE. Requires each Department of Education school to establish a critical medical emergency response team. Appropriates moneys.

RELATING TO TEACHER LOANS. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows the loan to be forgiven after 5 years of teaching in a hard-to-fill position.

RELATING TO TAX CREDITS. Establishes a state income tax credit for qualified expenses incurred by prekindergarten through twelfth-grade teachers, instructors, school librarians, counselors, principals, registrars, or aides in a school.

RELATING TO EDUCATION. Extends the school supply subsidy pilot program established pursuant to Act 142, Session Laws of Hawaii 2022, for an additional two years. Appropriates funds.

RELATING TO EDUCATION. Establishes the Hawaii Educational Expenditure Trust Fund as a separate fund of the Department of Education for improving the education of, and supporting the programs benefiting, the students of the Hawaii public school system.

RELATING TO EDUCATION. Requires the department of education to establish grant programs to provide funds for the planning and implementation of community schools.

PROPOSING AMENDMENTS TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO PUBLIC EDUCATION. Proposes a constitutional amendment that would: (1) establish local school boards throughout the State to be elected from at least 7 school districts as provided by law; and (2) create an educational standards and accountability commission.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
