RELATING TO TEACHERS. Enacts the interstate teacher mobility compact to reduce the barriers to teacher license portability and employment.

RELATING TO SCHOOL PSYCHOLOGY. Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists.

RELATING TO MENTAL HEALTH. Appropriates moneys to hire school-based youth mental health specialists for Hawaii Department of Education schools.

RELATING TO EDUCATION. Requires the department of education to work with certain organizations to develop and implement an active shooter training program in all public schools under the jurisdiction of the department.

RELATING TO EDUCATION. Requires the department of education to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering.

RELATING TO ASTHMA. Authorizes the department of education to stock bronchodilators for emergency use during respiratory distress and authorize department employees to volunteer to administer bronchodilators.

RELATING TO EDUCATION. Appropriates moneys for the Department of Education to contract with a qualified nonprofit organization to establish an aquatic safety education program for elementary school students.

RELATING TO EDUCATION. Appropriates funds to DOE to promote surfing as an interscholastic sport.

RELATING TO SUPPORT FOR TRADITIONAL NATIVE SPEAKERS OF HAWAIIAN. Defines the term Hawaiian language with regard to Hawaii's official languages and requires that every effort shall be made to accommodate Hawaiian speakers and readers. Authorizes Department of Education schools to offer Hawaiian language as the sole indigenous language of the Hawaiian Islands. Appropriates funds to the State Public Charter School Commission to study the Hawaiian language and for the publication of educational resource materials for native speakers of the Hawaiian language. Appropriates funds.

RELATING TO EDUCATION. Requires the board of education to adopt and the department of education to administer a kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools. Delays the administration of the kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools to the 2026-2027 school year.

RELATING TO HAWAIIAN LANGUAGE PROGRAMS. Exempts Hawaiian language immersion program students from kindergarten assessment requirements.

RELATING TO THE SCHOOL FACILITIES AUTHORITY. Transfers $200,000,000 of general funds previously appropriated to the School Facilities Authority of the Department of Education to the school facilities special fund.

RELATING TO STUDENT TRANSPORTATION. Requires the department of education to establish a student bus fare rate system to include free bus passes for students whose household qualifies the student for free or reduced price lunch under the free and reduced price lunch program. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
