RELATING TO THE FUEL TAX.

Suspends the state fuel tax for the period of July 1, 2023, to June 30, 2024.

RELATING TO THE MOTION PICTURE, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT.

Changes the total amount of motion picture, digital media, and film production income tax credits allowed per year from $50,000,000 to an unspecified amount.

Status

RELATING TO AN ECONOMIC DEVELOPMENT DISTRICT PLANNING ORGANIZATION.

Establishes the Hawaii Economic Development District Planning Organization.  Designates the Hawaii Economic Development District Planning Organization as the district organization for purposes of implementing the United States Economic Development Administration-approved comprehensive economic development strategy.  Establishes positions.  Appropriates moneys.

RELATING TO TAXES.

Requires productions to provide evidence of reasonable efforts to comply with all applicable requirements to qualify for the motion picture, digital media, and film production income tax credit.  Requires taxpayers be given notice and an opportunity to cure requirements for the motion picture, digital media, and film production income tax credit.

Status

RELATING TO BUSINESS ESTABLISHMENTS.

Adds a new chapter to the HRS to establish a system of regulatory controls for shopping carts and similar devices to prevent unauthorized removal from business establishments; provide for prompt retrieval when lost, stolen, or abandoned; require business owners to take certain specified actions to deter, prevent, or mitigate the removal of these devices from their premises and to retrieve any removed devices; and to prevent the continued possession of unlawfully removed shopping carts and similar devices and the accumulation of these devices on publicly or privately owned property.

Status

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Increases the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program.  Adds purchasing of renewable energy systems as an eligible expense and clarifies that training on both new and existing manufacturing equipment is an eligible expense for the Manufacturing Development Grant Program.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
