RELATING TO A CHILD TAX CREDIT.

Establishes a refundable state child tax credit payable on a monthly basis.

Status

RELATING TO THE LABELING OF PRODUCTS.

Clarifies that in calculating whether a product labeled "Made in Hawaii" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by manufacture, processing, or production within the State, operating and overhead expenses incurred and spent within the State shall be included.  Appropriates funds to promote and develop the "Made in Hawaii" brand.

Status

RELATING TO CAPITAL GAINS.

Increases the capital gains tax threshold from 7.25 per cent to 9 per cent.  Increases the alternative capital gains tax for corporations from 4 per cent to 5 per cent.  Applies to tax years beginning after 12/31/2022.

RELATING TO TAXATION.

Establishes a refundable job creation income tax credit for employers who increase the number of full-time employees in the State and make certain capital investment expenditures.

Establishes an employer-provided or -sponsored child care income tax credit for employers that make available child care services to their employees.  Establishes an employer child care property income tax credit for the cost of child care property purchased or acquired by an employer and put into service for employer-provided child care.  Applies to taxable years after 12/31/2022.

RELATING TO TAXATION.

Amends the income brackets and credit amounts of the refundable food/excise tax credit.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO HONOKAA LAND COMPANY, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Honokaa Land Company, LLC, with acquiring, developing, and renovating agricultural facilities.

Status

RELATING TO MONEY TRANSMITTERS MODERNIZATION ACT.

Continues the alignment of Hawaii's money transmitters law with the provisions of the Model Money Transmitters Modernization Act, thereby enabling Hawaii to work within a network of states to license, supervise, and examine transglobal money transmission companies as a multi-state system.  Enables timely, coordinated, and efficient regulation of money transmission companies to achieve financial stability and economic growth, while providing consumer protection.  Allows the State to share resources, data, and technology tools with other states to create a stronger multi-state system of financial regulation.

Status

RELATING TO DIRECT SHIPPING OF LIQUOR.

Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees.  Requires the county liquor commissions to adopt rules.

Status

RELATING TO PASS-THROUGH ENTITY TAXATION.

Authorizes certain entities to elect to pay Hawaii income tax at the entity level through pass-through entities.

HB 1483

Status

RELATING TO GENERAL EXCISE TAX.

Reduces and eliminates the general excise tax for the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children over a four-year period.  Reduces and eliminates the general excise tax for the sale of nonprescription drugs, medical supplies, and durable medical equipment over a four-year period.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
