RELATING TO TAXATION.

Establishes a tax credit for commercial property owners that make available parking spaces within the owners' parking lots for use by peer-to-peer car-sharing platforms.  Applies to taxable years after 12/31/2022.

RELATING TO ALBIZIA.

Requires the Department of Business, Economic Development, and Tourism to establish a grant program to assist persons who use albizia trees to create usable commercial products or are developing ways to use albizia trees to create usable products.  Requires the Department of Business, Economic Development, and Tourism, in consultation with certain academic units of the University of Hawaii, to study economically feasible ways in which businesses may use albizia trees to produce usable commercial products, including housing, throughout the State.  Appropriates moneys.

RELATING TO PRICE TRANSPARENCY.

Requires all businesses engaged in the sale of goods to include the amount of general excise tax owed in any display or tag indicating the price of the goods.  Effective 1/1/2024.

Appropriates funds for the small business innovation research program under the Hawaii technology development corporation.

RELATING TO TAX CREDITS.

Requires that income tax credits established or renewed after 12/31/2023 include a five-year sunset or an annual one-third reduction beginning with the sixth year of the credit.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
