RELATING TO EDUCATIONAL HEALTH SERVICES. Allows the administration of medication to public school students by health assistants with the approval of a health care professional within the Department of Education, Department of Health, or a health care service per a written agreement with the Department of Education. Replaces the term "school health aides" with "school health assistants" to reflect recent changes to the job title. (SD1)

RELATING TO RENEWABLE ENERGY. Beginning July 1, 2023, requires the Public Utilities Commission to render decisions on certain renewable projects, power purchase agreements, and cost recovery applications within one hundred eighty days of the filing of the application. Exempts certain power purchase agreement amendments from the Public Utilities Commission review and approval process in certain circumstances. For ratemaking proceedings, requires the Public Utilities Commission to complete its deliberations and issue its decision before six months from the date a public utility has filed its application for approval. Takes effect 6/30/2023. (SD1)

RELATING TO ENERGY EFFICIENCY. Prohibits the sale of certain fluorescent lamps as a new manufactured product, with certain exemptions. (SD1)

RELATING TO EFFICIENCY STANDARDS. Allows the Chief Energy Officer of the Hawaii State Energy Office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for air purifiers, electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Effective 1/1/2025. RELATING TO RENEWABLE ENERGY. Establishes the Hawaii Electricity Reliability Surcharge Special Fund. Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for all users, owners, or operators of the Hawaii electric system and determine the responsibility of costs associated with any reliability standards or inter-connection requirements. Requires the Public Utilities Commission to establish: (1) the distinction between interconnection facilities and utility network upgrades; (2) that the cost of interconnection facilities shall be the responsibility of the interconnection customer; and (3) that the cost of utility network upgrades shall be the sole responsibility of the transmission provider. Establishes a timeline and requirements for interconnection procedures to be established by the Public Utilities Commission for certain utility-scale renewable energy projects. Requires implementation of the Hawaii Electricity Reliability Administrator Law upon establishment of the Hawaii Electricity Reliability Administrator Surcharge. Beginning 1/1/2024, requires the surcharge to be imposed on certain customers to cover the costs of the Administrator to be deposited into the Hawaii Electricity Reliability Surcharge Special Fund Subaccount. Requires the Public Utilities Commission to submit a report and assessment of the Hawaii Electric Reliability Administrator to the Legislature. Appropriates funds. (SD1)

RELATING TO WAGES. Makes general contractors entering into or under contracts in the State for work on buildings, structures, or other private works liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner. RELATING TO PROCUREMENT. Requires cash or protest bonds to be returned to the initiating parties, minus administrative costs, except in cases where the appeal was frivolous or made in bad faith.

RELATING TO AFFORDABLE HOUSING. Allows a bank to invest, in aggregate, up to two per cent of the bank's total assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties. Requires approval from the commissioner of financial institutions to exceed this amount.

RELATING TO TOBACCO PRODUCTS. Clarifies that county ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices are null and void only if they are in direct conflict with or less stringent than state law that governs smoking. Clarifies that counties retain the authority to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices, as long as the ordinances do not directly conflict with and are more stringent than the provisions in state law that governs smoking.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Removes requirement that common water carriers receive approval from the Public Utilities Commission prior to executing a long-term lease of more than five years or a leverage lease. Requires common water carriers to receive approval from the Public Utilities Commission before entering into long-term leases of more than five years and leverage leases of waterborne vessels. Takes effect 7/1/2050. (SD1)
