RELATING TO INTOXICATING LIQUOR. Requires the Liquor Commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the Liquor Commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.

RELATING TO THE LIQUOR COMMISSION. Requires the Liquor Commission to deny any renewal for a liquor license if the applicant for renewal has violated any provision of the Intoxicating Liquor Law under chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.

RELATING TO ALCOHOL. Expands the definition of "beer" under the liquor regulatory laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Effective 1/1/2024.

RELATING TO INTOXICATING LIQUOR. Increases the amount of malt beverages, wine, and alcohol that a small craft producer pub licensee may produce during the license year.

· Testifiers for this hearing will be limited to 2 minutes each.
