RELATING TO ENVIRONMENTAL PROTECTION. Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. Effective 6/30/3000. (HD1)

RELATING TO THE HYDROGEN FUELING SYSTEM SUBACCOUNT. Appropriates funds from the Hydrogen Fueling System Subaccount within the Public Utilities Commission Special Fund for the Zero-Emission Vehicle Fueling System Rebate Program. Effective 6/30/3000. (HD1)

RELATING TO CESSPOOLS. Requires each county to develop a comprehensive integrated wastewater management plan and financial strategy. Requires each county to submit its respective plan and financial strategy to the Legislature. Effective 6/30/3000. (HD1)

RELATING TO RENEWABLE ENERGY. Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits in territories served by an investor-owned electric utility to adopt self-certification for residential and commercial on-site solar distributed energy resource systems that are not SolarAPP+ compatible. Makes the professional engineers, architects, surveyors, and landscape architects licensure law inapplicable to work with respect to residential distributed energy resource systems. RELATING TO WASTEWATER SYSTEMS. Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD1)

RELATING TO CESSPOOLS. Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Effective 6/30/3000. (HD1)

RELATING TO HEALTH. Allows certain physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses. (HD1)

RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT. Adopts the interstate medical licensure compact. Permits the department of commerce and consumer affairs to adopt rules to implement and administer the compact. Authorizes the department of commerce and consumer affairs to conduct criminal history record checks on applicants for licensure under the compact. Appropriates funds. Effective 12/31/2050. (HD1)

RELATING TO MEDICAL CANNABIS. Defines "waiting room" within a medical cannabis retail dispensing location and clarifies public access to the waiting room. Adds or clarifies requirements for the dispensary program related to signage, permitted types of manufactured cannabis products, supervision of certain personnel while onsite at retail dispensing locations or medical cannabis production centers, fee structure, annual reporting requirements for DOH, and DOH's education and training program. Clarifies penalties for violations. Establishes the medical cannabis cultivation site registry and imposes fees. Amends the uses of the medical cannabis registry and regulation special fund. Prohibits the cultivation, production, manufacture, possession, distribution, handling, or dispensation of medical cannabis except by specific persons or entities. Restricts the number of qualifying patients who may use a grow site to twenty, unless an exemption is obtained from DOH. Prohibits the use or receipt of cannabis as compensation for acting as a primary caregiver to a qualifying patient. Establishes annual reporting requirements for DOH regarding the medical cannabis patient registry program. Requires a report from DBEDT. Makes various housekeeping amendments. Effective 6/30/3000. RELATING TO AFFORDABLE HOUSING. Allows a bank to invest, in aggregate, up to fifteen per cent of the bank's assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties without the approval of the commissioner of financial institutions. Authorizes a bank to apply to the commissioner of financial institutions to invest up to twenty per cent of the bank's assets. Effective 6/30/3000. (HD1)

RELATING TO BOARD MEMBERS. Authorizes the real estate commission to approve and administer board leadership courses for board members of a condominium association. Expands the uses of funds in the condominium education trust fund to include educational requirements for board members. Beginning 7/1/2024, requires board members of a condominium association to certify the receipt and review of certain documents. Beginning 7/1/2024, requires board members of a condominium association with more than fifty units to complete a board leadership course. Effective 6/30/3000. (HD1)

RELATING TO THE LANDLORD-TENANT CODE. Establishes and appropriates funds for a pre-litigation mediation pilot program. Requires landlords to participate in mediation before filing an action for summary possession. Creates and appropriates funds for an emergency rent relief program to be made available to certain qualified participants in the pre-litigation mediation pilot program. Effective 6/30/3000. (HD1)

RELATING TO TRANSPORTATION. Requires hourly peer-to-peer car sharing operators to insure the shared car with personal injury protection benefit and basic liability coverage. Authorizes the Department of Transportation to regulate peer-to-peer car share parking at state airports. Authorizes the counties to regulate peer-to-peer parking on county streets. Takes effect 7/1/2050. (SD2)

RELATING TO HEALTH. Establishes permitting and education requirements for pharmacists ordering or collecting specimens for certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA). Expands the definition of "practice of pharmacy" to include the ordering of certain tests and collecting specimens for certain diagnostic or CLIA-waived tests. Effective 12/31/2050. (SD2)
