RELATING TO INSURANCE.

Requires sponsored captive insurance companies to maintain separate protected cells for separate participant contracts.  Except for risk retention captive insurance companies, authorizes captive insurance companies to apply for an exemption from examination from the Insurance Commissioner, provided certain conditions are met.  Requires protected cells established by sponsored captive insurance companies to be approved by the Insurance Commissioner.  Authorizes sponsored captive insurance companies to establish and maintain protected cells to insure risks of parties unaffiliated with a participant under certain circumstances.  Requires a participant, through a sponsored captive insurance company, to insure only risks approved by the Insurance Commissioner.  Effective 7/1/2050.  (SD1)

RELATING TO CONDOMINIUM RESERVE REQUIREMENTS.

Authorizes a condominium association to provide a summary of the required information in its budget.  Authorizes a condominium association's reserve study to forecast a loan or special assessment to fund life safety equipment or installations.  Authorizes a condominium association to use a third party to conduct a reserves study on behalf of the condominium.  Clarifies the information to be included in the description of how the estimated replacement reserves contributions are computed.  Effective 7/1/2050.  (SD1)

Status

RELATING TO COMBAT SPORTS.

Establishes the Combat Sports Commission of Hawaii.  Provides for regulation of combat sports.  Prohibits no rules combat or similar contests.  Appropriates funds for an unspecified number of full-time equivalent positions within the Department of Commerce and Consumer Affairs for the Combat Sports Commission of Hawaii.  Effective 7/1/2050.  (SD1)

Status

RELATING TO TRANSPORTATION.

Requires hourly peer-to-peer car sharing operators to insure the shared car with personal injury protection benefit and basic liability coverage.  Authorizes the Department of Transportation to regulate peer-to-peer car share parking at state airports.  Authorizes the counties to regulate peer-to-peer parking on county streets.  Takes effect 7/1/2050.  (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to make every effort to complete its review and issue a decision within nine months from the date that a public utility, other than an investor-owned electric utility company, files its completed application seeking approval for a merger, consolidation, acquisition, or other change of control and within twelve months from the date of the application for an investor-owned electric utility company.  Requires the Public Utilities Commission to, if a decision is rendered after the relevant nine- or twelve-month period, submit a report in writing, on paper or electronically, detailing the reasons therefore to the Legislature within thirty days after rendering the decision.  Effective 7/1/2050.  (SD1)

Status

RELATING TO HEALTH.

Establishes permitting and education requirements for pharmacists ordering or collecting specimens for certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA).  Expands the definition of "practice of pharmacy" to include the ordering of certain tests and collecting specimens for certain diagnostic or CLIA-waived tests.  Effective 12/31/2050.  (SD2)

Status

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Reduces the period for which an application shall be considered abandoned from two years to one year.  Specifies the conditions under which applications for licenses and examinations will be deemed abandoned.  Provides that the one-year period after which an application is considered abandoned cannot be extended.  Provides that a licensing authority shall not be required to act on any abandoned application and that the licensing authority may destroy abandoned applications.  Clarifies that an application submitted after an abandoned application shall be treated as a new application and that the applicant shall comply with any new licensing requirements in effect at the time of the new application.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
