RELATING TO OCCUPATIONAL LICENSURE.

Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements.  Subjects all holders of a practice privilege to the regulatory and enforcement jurisdiction of the board of public accountancy.  Sunsets on 6/30/2025.

RELATING TO MONEY TRANSMITTERS MODERNIZATION ACT.

Enables timely, coordinated, and efficient regulation of money transmission companies to achieve financial stability and economic growth, while providing consumer protection.  Allows the State to share resources, data, and technology tools with other states to create a stronger multi-state system of financial regulation.  Effective 6/30/3000.  (HD1)

RELATING TO CONSUMER PROTECTION.

Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent after 7/1/2025.  Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.

RELATING TO MOORING LINES.

Requires that the securing of mooring lines from vessels requiring tug assistance to commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company.  Defines "stevedoring company".  Effective 6/30/3000.  (HD1)

RELATING TO GASOLINE-POWERED LEAF BLOWERS.

Prohibits the operation of gasoline-powered leaf blowers in any urban land use district.  Applies the existing time-of-use restrictions on leaf blowers to non-gasoline-powered leaf blowers.  Increases the fines for offenses of leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers upon a third violation.  Removes the exemption on leaf blower restrictions for government agencies.  Effective 6/30/3000.  (HD1)

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals.  Adds new terminal locales and roadways to be covered under the exemption.  Effective 6/30/3000.  (HD1)

RELATING TO CONTROLLED SUBSTANCES.

Requires the registration and registration renewal for methadone clinics and substance use disorder services clinics to be deemed a clinic and for the handling of controlled substances to be contingent upon its location being at least 750 feet away from a school.  Establishes a substance use disorder services clinic working group to collaborate and consult on issues relating to addiction recovery and public safety.  Requires report to the legislature.  Gives methadone clinics and substance use disorder services clinics three years from the effective date of this Act to comply with this Act.  Effective 6/30/3000.  (HD1)

Status

RELATING TO ALCOHOL.

Expands the definition of "beer" under the liquor regulatory laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products.  Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions.  Effective 1/1/2024.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the public utilities commission to issue a decision within six months from the date that a public utility has filed a financial application request to enter into any stock, certificates, bonds, notes, and other indebtedness arrangements.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Provides that reports required by the public utilities commission through an order and not required by statute expire one year after the issuance of the order.  Allows continuation of the reporting requirement if a new order is issued and justification for the continuance is provided.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Exempts a public utility from the required public utilities commission authorization when disposing of a fully depreciated asset or property with a zero net book value.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the public utilities commission to complete its review and issue a decision within nine months from the date that a public utility, other than an investor-owned electric utility company, files its completed application seeking approval for a merger, consolidation, acquisition, or other change of control and within twelve months from the date of the application for an investor-owned electric utility company.

Status

RELATING TO INSURANCE.

Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program.  On 6/30/2025, repeals the allowable exclusions, recordkeeping requirements, right of recovery, insurable interest, and required disclosures and notices under the peer-to-peer car-sharing insurance law.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
