RELATING TO AMERICAN SIGN LANGUAGE. Recognizes American Sign Language as a fully developed, autonomous, natural language with its own grammar, syntax, vocabulary, and cultural heritage. Effective 6/30/3000. (HD1)

RELATING TO PROFESSIONAL ENGINEERS. Provides that a person having professional-level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer is eligible for licensure as a professional engineer.

RELATING TO INSURANCE. Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

RELATING TO INSURANCE. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program. On 6/30/2025, repeals the allowable exclusions, recordkeeping requirements, right of recovery, insurable interest, and required disclosures and notices under the peer-to-peer car-sharing insurance law.

RELATING TO EDUCATIONAL HEALTH SERVICES. Allows the administration of medication to public school students by health assistants with the approval of a health care professional within the department of education, the department of health, or a health care service per a written agreement with the department of education. Replaces the term "school health aides" with "school health assistants" to reflect recent changes to the job title. Effective 6/30/3000. (HD1)

RELATING TO RESIDENTIAL PHOTOVOLTAIC ENERGY GENERATING SYSTEMS. Requires the counties to exempt from county permitting requirements the installation of off-grid residential photovoltaic energy generating systems on the rooftops of residential properties, under certain circumstances. RELATING TO ENERGY EFFICIENCY. Prohibits the sale of certain fluorescent lamps as a new manufactured product, with certain exemptions. Effective 6/30/3000. (HD1)

RELATING TO TIME SHARING. Clarifies that a developer is responsible for ensuring that the use of time share units located outside the State for time sharing purposes complies with zoning and land use laws and rules of the jurisdiction where the time share units are located but is not required to submit evidence of such compliance to register in Hawaii. RELATING TO SINGLE-USE PLASTICS. Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. RELATING TO FENCES. Allows the use of battery-charged security fences used for non-agricultural purposes, under certain circumstances.

RELATING TO AGRICULTURAL PARK LEASES. Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand. RELATING TO RESTRICTIONS ON AGRICULTURAL USES AND ACTIVITIES. Clarifies that any provision in a private agreement contained in a conveyance of land recorded on or before 7/8/2003 that have since expired but have not been renewed and recorded in the bureau of conveyances are prohibited from restricting bona fide agricultural uses and activities on agricultural land. Effective 6/30/3000. (HD1)

RELATING TO TRAVELING TEAM PHYSICIANS. Exempts from state licensure requirements out-of-state traveling team physicians who accompany a sports team to Hawaii, under certain conditions. Effective 6/30/3000. (HD1)

RELATING TO HOME RENOVATIONS. Updates the cost valuations of work on buildings for the work to qualify for an exemption from the requirement that plans and specifications for construction projects be prepared by a licensed engineer or architect. Effective 7/1/3000. (HD1)

RELATING TO COMMON-INTEREST DEVELOPMENTS. Establishes the common-interest development oversight task force to examine the feasibility of bringing the various common-interest developments in the State under the oversight of the department of commerce and consumer affairs and investigate whether additional duties and responsibilities should be placed on members of boards of directors for cooperative housing corporations. Effective 6/30/3000. (HD1)

Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
