RELATING TO THE PUBLIC UTILITIES COMMISSION SPECIAL FUND CARRYOVER BALANCE. Increases the balance that may be retained in the Public Utilities Commission Special Fund at the end of each fiscal year from $1,000,000 to $3,000,000.

RELATING TO RAW MILK. Authorizes and decriminalizes the sale of raw milk and raw milk products directly from producers to consumers, for human consumption, with certain restrictions. Authorizes the sale of raw goat milk for pet consumption. Establishes labeling requirements. Requires the Board of Agriculture and Department of Health to adopt rules no later than 7/1/2024.

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE. Requires that the design of new state facilities be electric vehicle charger-ready. Requires the Hawaii state energy office, in consultation with the department of accounting and general services and department of transportation, to determine a priority order for retrofitting state facilities based on certain factors. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO TELECOMMUNICATIONS ACCESS FOR INDIVIDUALS WITH PRINT DISABILITIES. Requires the public utilities commission to use universal service fund moneys to provide free telecommunications access to certain information for individuals with print disabilities. Effective 7/1/3000. (HD1)

RELATING TO BROADBAND. Appropriates general fund moneys that are required to match federal moneys for broadband programs. Appropriates moneys received by the State from the federal Infrastructure Investment and Jobs Act for the broadband equity, access, and deployment program. Effective 6/30/3000. (HD1)

RELATING TO MEDICAL CANNABIS. Defines "waiting room" within a medical cannabis retail dispensing location and clarifies public access to the waiting room. Clarifies DOH's rule-making authority. Establishes system access and system integration requirements for the computer software tracking system for medical cannabis dispensaries. Requires DOH to submit an annual report to the legislature on data captured using the computer software tracking system. Amends the dispensary program licensing fee structure. Adds or clarifies requirements for the dispensary program related to signage, permitted types of manufactured cannabis products, standards for packaging, supervision of certain personnel while onsite at retail dispensing locations or medical cannabis production centers, and DOH's education and training program. Clarifies penalties for violations. Establishes annual reporting requirements for DOH. Requires a report from DBEDT. Makes various housekeeping amendments. (HD1)

RELATING TO AMBULANCES. Appropriate funds to the department of health for the purchase of one advanced life support ambulance and related equipment to be based in central Maui, and to fund pay-related personnel costs for state-certified emergency medical services personnel. RELATING TO LEASEHOLD CONVERSION. Excludes from taxation one hundred per cent of the gain realized by a fee simple owner from the sale of a leased fee interest in units within a condominium project, cooperative project, or planned unit development to the association of apartment owners or the residential cooperative housing corporation of the leasehold units. Applies to taxable years beginning after 12/31/2022 and does not apply to taxable years beginning after 12/31/2029. Effective 7/1/3000. (HD1)

Authorizes heads of purchasing agencies to issue requests for statements of qualification and to establish lists of qualified providers for treatment purchase of services. RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS. Establishes the state self-insurance against property and casualty risks special fund to be administered by the comptroller to provide the State with self-insurance against the State's property and casualty risks. RELATING TO THE HAWAII STATE BUILDING CODE. Allows the counties to adopt a county building code for single-family dwellings, additional dwellings, duplexes, and non-commercial structures that has an unspecified amount of square feet of living area and is distinct from the Hawaii state building codes. RELATING TO THE ENVIRONMENT. Establishes the Hawaii zero waste initiative to, among other things, manage the State's transition to zero solid waste to the landfill and to incineration. Establishes the packaging waste advisory council. Requires the department of health to develop an assessment of statewide needs to determine the resources required to reduce packaging waste by seventy percent from the baseline amount. Establishes a packaging waste reduction and reuse program. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO CLIMATE CHANGE MITIGATION. Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from stationary, commercial, and industrial refrigeration systems and air conditioning systems and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Specifies that no law, rule, ordinance, or code, including the state building code, shall prohibit or limit the use of a refrigerant deemed acceptable under federal law. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION. Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. Effective 6/30/3000. (HD1)

RELATING TO HEALTH DATA SHARING. Establishes the Hawaii health data exchange framework. Establishes a working group to assist the department of health on legislation developing and implementing the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2032. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds.
