RELATING TO LIQUOR. Authorizes liquor licensees to sell unopened beer, wine, and prepackaged cocktails with food for pick up, delivery, take out, or other means to be consumed off-premises. Authorizes liquor licensees holding class 4 retail dealer licenses to deliver purchased liquor to a customer's vehicle.

Requires the Liquor Commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the Liquor Commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.

RELATING TO WATER COMMON CARRIERS. Removes the requirement that water common carriers secure prior approval of the public utilities commission to enter into long term leases of more than three years and leverage leases. Effective 7/1/3000.

RELATING TO THE USE OF ELECTRONIC FILING BY THE PUBLIC UTILITIES COMMISSION. Authorizes the Public Utilities Commission to use electronic filing processes, including electronic service of documents, to conform to the provisions of chapters 269, 271, and 271G, Hawaii Revised Statutes, and current practices.

RELATING TO RENEWABLE ENERGY. Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility. RELATING TO BUILDINGS. Requires state and county agencies to process the aggregated energy and water data of certain properties through the federal ENERGY STAR Portfolio Manager and submit the benchmarking data to the Hawaii state energy office. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Establishes a nationally certified school psychologist incentive program. Appropriates funds for the incentive program. Effective 7/1/3000. (HD1)

RELATING TO WORKERS' COMPENSATION. Authorizes wages of other employees in comparable employment to be considered when computing the average weekly wages of an injured public board member, reserve police officer, police chaplain, reserve public safety law enforcement officer, sheriffs' chaplain, volunteer firefighter, volunteer boating enforcement officer, or volunteer conservation and resources enforcement officer. Clarifies computation of average weekly wages of an injured volunteer firefighter for workers' compensation benefits purposes. Effective 6/30/3000.

RELATING TO RIGHT OF ENTRY FOR PROFESSIONAL SURVEYORS. Authorizes professional land surveyors to enter any private property to perform land surveying, subject to certain provisions regarding notice, identification, and liability. Shields land surveyors from prosecution under criminal trespass laws when performing their duties.

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE. Establishes a program for the licensure, regulation, and oversight of digital currency companies. Appropriates moneys.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
