RELATING TO AGRICULTURAL LANDS. Makes technical changes to the statutory definitions of "agricultural enterprise lands" and "non-agricultural park lands" for clarification and consistency purposes.

RELATING TO AGRICULTURAL LOANS. Establishes the agricultural emergency loan revolving fund, to be administered by the Department of Agriculture, to fund Class D emergency loans. Provides a separate source of funding for agricultural emergency loans. Makes an appropriation.

RELATING TO THE DEPARTMENT OF AGRICULTURE. Appropriates funds to the department of agriculture for the preparation of an environmental impact statement to drill a non-potable water wells on individual parcels at Panaewa agricultural park.

RELATING TO THE FOOD SUPPLY. Requires the Agribusiness Development Corporation to plan, design, construct, and operate a new animal slaughterhouse on the island of Oahu. Appropriates moneys.

RELATING TO MEAT PROCESSING. Requires the department of agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2024. Appropriates funds.

RELATING TO AGRICULTURE. Appropriates funds to the department of agriculture for three full-time equivalent (3.0 FTE) inspectors to perform meat inspection services.

RELATING TO PESTICIDES. Increases administrative and criminal penalties for individuals who violate the Hawaii pesticides law.

RELATING TO ANIMALS. Prohibits a pet store operator from selling a dog, cat, or rabbit unless the dog, cat, or rabbit was obtained from certain humane sources.

RELATING TO FERAL CHICKEN MANAGEMENT. Requires the department of land and natural resources and department of agriculture to collaborate on feral chicken management projects. Appropriates funds.

RELATING TO UNATTENDED ANIMALS IN MOTOR VEHICLES. Limits civil and criminal liability for persons who remove unattended animals from motor vehicles that are in physical danger if the actions are reasonable, in good faith, and in accordance with other requirements.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
