RELATING TO AGRICULTURE EDUCATION.

Appropriates funds to the University of Hawaii for the college of tropical agriculture and human resources to establish an agriculture education coordinator position.

Replaces representatives from the sugar and pineapple industries with representatives of the coffee and diversified agriculture industries.

Establishes a program specialist position within the Department of Agriculture and appropriates moneys to fund the position.  Prioritizes assistance for farmers and ranchers who produce local food that is at least partially consumed within the State.

RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes a Spay and Neuter Special Fund.  Allows funds from an income tax check-off to be deposited into the Spay and Neuter Special Fund.  Appropriates funds.

RELATING TO THE ANIMAL INDUSTRY SPECIAL FUND.

Adds new sources of revenue generated by the State Veterinary Laboratory and Animal Disease Control Branch as sources for the Animal Industry Special Fund and clarifies that the funds from the special fund may be expended to make laboratory improvements.

RELATING TO ANIMAL FUR PRODUCTS.

Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State.  Effective 1/1/2024.

Prohibits the sale of farm raised fish and wild fish and shellfish without a label stating where the seafood was landed.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUIGROWN COFFEE, INC.

Authorizes a new issuance of special purpose revenue bonds in the amount of $30 million, to assist MauiGrown Coffee, Inc. with the operation and expansion of its farm and mill.

Status

RELATING TO LIABILITY.

Limits the civil liability of good Samaritans who render emergency nonmedical care and emergency nonmedical assistance to animals during an emergency.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
