The Committee will meet to continue the hearing started on Monday, March 13, 2023 on the measures listed below. The committee was unable to complete the hearing on Monday due to time constraints. Additional testimony will not be accepted.

RELATING TO AGRICULTURE.

Appropriates funds to the department of agriculture for its meat inspection program, including three full-time equivalent (3.0 FTE) inspectors to perform meat inspection services.  Effective 6/30/3000.  (HD2)

RELATING TO TAXATION.

Establishes the farm workforce retention tax credit for farm employers or owners of farm employers who employ eligible farm employees.  Effective 6/30/3000.  (HD2)

RELATING TO TAXATION.

Creates an income tax credit to alleviate the high costs of production for farmers, ranchers, and fishers and incentivize growth in the agricultural sector in the State.  Effective 6/30/3000.  (HD2)

RELATING TO TAXATION.

Establishes an income tax credit for qualified farms that donate eligible food products or prepared food to food banks or food pantries located in the State.  Appropriates funds.  Sunsets 6/30/2026.  Effective 6/30/3000.  (HD2)

RELATING TO AGRICULTURE.

Establishes the Hawaii agricultural investment program to support local agricultural producers.  Requires annual reports.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO THE ANIMAL INDUSTRY SPECIAL FUND.

Adds revenue generated by the State Veterinary Laboratory and Animal Disease Control Branch as sources for the Animal Industry Special Fund and clarifies that the funds from the special fund may be expended to make laboratory improvements.  Effective 6/30/3000.  (HD1)
