RELATING TO AGRICULTURE.

Establishes the Hawaii Agricultural Investment Program to support local agricultural producers.  Requires annual reports to the Legislature.  Appropriates funds.

RELATING TO AGRICULTURE.

Appropriates moneys to the Department of Agriculture for the control and mitigation of the two-lined spittlebug and for recovery efforts for lands damaged by the two-lined spittlebug.  Requires a report to the Legislature.

RELATING TO ANIMAL FUR PRODUCTS.

Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State.

RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026.  Requires the Department of Agriculture to report to the Legislature.  Appropriates funds for the operation and implementation of the Pesticide Subsidy Program.  Effective 6/14/2023, provided that the appropriation shall take effect on 7/1/2023.

SB 748

      Status & Testimony

RELATING TO ENVIRONMENTAL PROTECTION.

Appropriates funds for the construction and operation of non-chemical sunscreen dispensers on all state beaches to alleviate the damaging effects of chemical-based sunscreen on reef ecosystems.  Allows the Department of Land and Natural Resources to contract with private parties to assist with the maintenance and management of sunscreen dispensers at all state beaches.

RELATED TO RECYCLING.

Amends recycling goals under the Electronic Device Recycling and Recovering Act so that goals are based upon the manufacturer's overall market share in the State.  Amends penalties and definitions.

RELATING TO TAXATION.

Establishes an organic foods production tax credit for farmers investing into the organic certification process.

RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes a Spay and Neuter Special Fund.  Allows funds from an income tax check-off to be deposited into the Spay and Neuter Special Fund.  Appropriates funds.

RELATING TO NEONICOTINOIDS.

Amends the definition of "restricted use pesticide" to include neonicotinoid pesticides.

RELATING TO PESTICIDES.

Requires monthly rather than annual reporting of restricted use pesticides.  Amends the contents of reports to include specific geospatial data and information, site information, and increased detail on the amount of restricted use pesticides used.  Requires the department of agriculture to develop an online reporting tool for restricted use pesticides.

RELATING TO AGRICULTURE.

Appropriates funds for the Department of Agriculture to identify a central area on Maui, then plan, design, and construct a hemp decorticator facility for the use of interested parties in the area.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUIGROWN COFFEE, INC.

Authorizes a new issuance of special purpose revenue bonds in the amount of $30 million, to assist MauiGrown Coffee, Inc. with the operation and expansion of its farm and mill.

      Status & Testimony

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO HONOKAA LAND COMPANY, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Honokaa Land Company, LLC, with acquiring, developing, and renovating agricultural facilities.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST KOHALA MOUNTAIN FISH COMPANY, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Kohala Mountain Fish Company, LLC, for the establishment of The Village project.

RELATING TO TARO.

Exempts income derived from the business of taro cultivation or production of taro products from the income tax.  Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro.

RELATING TO INVASIVE SPECIES.

Appropriates funds to support the Hawaii ant lab in mitigating the effects of little fire ants in the State.
