RELATING TO WATER POLLUTION. Requires a landowner in possession of 10,000 or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands. Requires the Department of Health to adopt rules as necessary for the purposes of this provision.

RELATING TO VEGETATIVE BURNING. Prohibits the Department of Health from issuing permits for commercial burning of green waste products in residential areas or within one thousand feet of a residential property.
