Transfers the aquaculture program from the Department of Agriculture to the Agribusiness Development Corporation.  Appropriates moneys.

Establishes a Hawaii Hemp Task Force to inform public policy and identify methods and actions to best support Hawaii agriculture and build a hemp industry to support rural economic development.

RELATING TO AGRICULTURAL DEVELOPMENT.

Appropriates funding contingent upon matching fund availability to support the Village, an agricultural community and learning center that works to improve food security and sustainability on the Island of Hawaii by offering training for interested parties, food growing, production, and RTE meals.

Establishes a food and product innovation network within the Agribusiness Development Corporation.  Appropriates moneys for food and product innovation facilities on the islands of Molokai and Oahu.

Requires the Agribusiness Development Corporation to plan, design, construct, and operate a new animal slaughterhouse on the island of Oahu.  Appropriates moneys.

RELATING TO THE ENVIRONMENT.

Requires Department of Land and Natural Resources to establish a visitor green fee program to collect fees from nonresidents via a license to use state natural resources, to be used for the protection, restoration, and care of Hawaii's natural, cultural, and outdoor recreational resources and build the resilience of these resources to the impacts of climate change and local threats.  Establishes the Hawaii environmental legacy commission to guide the disbursement of visitor green fee program funds.  Establishes the Hawaii environmental legacy special fund.

      Status & Testimony

RELATING TO AN ATMOSPHERIC CARBON CAPTURE PLANT.

Directs the Hawaii State Energy Office, in conjunction with the Hawaii Natural Energy Institute, to develop and submit a strategy to the Legislature by 2025 for the construction of at least one atmospheric carbon capture plant in the State by 2030.

RELATING TO TAXATION.

Establishes a carbon emissions tax credit.  Expands the environmental response, energy, and food security tax to include carbon emissions.  Applies to taxable years beginning after 12/31/2023.  Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.
