Your Committee on Education, to which was referred H.R. No. 159 entitled:
"HOUSE RESOLUTION REQUESTING THE BOARD OF EDUCATION, IN PARTNERSHIP WITH THE DEPARTMENT OF EDUCATION, TO PRODUCE A REPORT ON INCREASING ACCESS TO TUTORING SERVICES WITHIN AND OUTSIDE OF HAWAII'S K-12 PUBLIC SCHOOLS,"
begs leave to report as follows:
Your
Committee finds that there were deficits in learning due to the
COVID-19 pandemic. Your Committee finds
that research consistently shows that high dosage tutoring is one of the most
effective ways to increase student achievement.
Your Committee further finds that there are Federal COVID Relief funds
that might be used to provide more high dosage tutoring in our State. Your Committee finds that it is timely to
assess what funds are left that might be used for this purpose and to examine
how they could be used most effectively to meet the greatest needs as requested
in this measure.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 159 and recommends that it be referred to your Committee on Finance.
