SENATE RESOLUTION

 

 

Requesting the department of transportation, Office of Planning and sustainable development, and Department of environmental services of the city and county of honolulu to jointly evaluate existing infrastructure to determine current sewer capacities and PROJECTED future capacity needs for development along transit-oriented development special districts.

 

 


     WHEREAS, development projects in transit-oriented development special districts like Aloha Stadium and Pearlridge Center are implemented and overseen by the City and County of Honolulu; and

 

     WHEREAS, the State has an interest in the development of future projects along transit-oriented development and yet, has no way of gauging the capacity of sewers and related infrastructure in these districts; and

 

     WHEREAS, in order to make informed decisions regarding the planning and development of transit-oriented development special districts, the State must work jointly with the City and County of Honolulu to evaluate and understand the needs and capacities of facilities in these areas; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Transportation and the Office of Planning and Sustainable Development are requested to convene with the Department of Environmental Services of the City and County of Honolulu to jointly evaluate the current infrastructure of transit-oriented development special districts to determine current sewer capacities and projected future capacity needs; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation, Office of Planning and Sustainable Development, and Department of Environmental Services of the City and County of Honolulu are requested to submit a preliminary report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024, and a final report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, Director of Planning and Sustainable Development, and the Director of the Department of Environmental Services of the City and County of Honolulu.
