SENATE RESOLUTION

requesting the department of transportation and all county transportation departments to install designations of "do not block" and related signage at high traffic intersections.

WHEREAS, Act 54, Session Laws of Hawaii 2009, requires the Department of Transportation and county transportation departments to adopt "Complete Streets" policies that provide safe access and mobility for all users of public roadways; and

WHEREAS, traffic congestion is most prevalent at busy intersections when drivers misjudge traffic light signals or disregard traffic laws, thereby blocking the intersection and preventing the normal flow of traffic; and

WHEREAS, when drivers block intersections, including crosswalks, dangerous situations can occur, creating safety hazards for pedestrians, bicyclists, individuals using personal assistive mobility devices, and other motorists; and

WHEREAS, heavy traffic congestion at high traffic intersections can be addressed through engineering and design practices with education and enforcement to improve driver awareness and behavior; and

WHEREAS, the creation of additional markings and signage, including paint lines on roadways in high traffic intersections, may improve heavy traffic congestion and driver education and awareness, and promote safety for all roadway users; now, therefore,

BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Transportation and all county transportation departments are requested to install designations of "Do Not Block" and related signage at high traffic intersections; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and Directors of each county transportation department.
