SENATE RESOLUTION

 

 

Requesting the Department of Transportation to Evaluate certain Aiea Roadways and identify opportunities for improvement of traffic CONDITIONS and pedestrian SAFETY.

 

 


     WHEREAS, drivers who perform illegal U-turns endanger oncoming traffic and pedestrian safety; and

 

     WHEREAS, illegal U-turns occur at the intersection of Moanalua Road and Kaimakani Street by drivers travelling eastbound on Moanalua Road who wish to travel westbound on the same road; and

 

     WHEREAS, the Department of Transportation's mission includes providing a safe transportation system that ensures the mobility of people and enhances or preserves quality of life; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Transportation is requested to evaluate traffic at the:

 

     (1)  Intersection of Moanalua Road and Kaimakani Street; and

 

     (2)  Westbound transition and exit for Highway 99; and

 

identify opportunities for improvement of traffic conditions and pedestrian safety, in particular the enforcement of illegal U-turns; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than December 31, 2023; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
