SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A SUNRISE REVIEW OF THE REGULATION AND LICENSURE OF ASSOCIATE PHYSICIANS.

 

 


     WHEREAS, persons who have graduated from an accredited medical school but who have not been accepted to a medical residency program are not eligible to be licensed to practice medicine in the State; and

 

     WHEREAS, Senate Bill No. 61, introduced during the 2023 Regular Session, proposes the authorization of associate physicians to practice medicine in the State and the regulation and licensure of associate physicians; and

 

     WHEREAS, section 26H-6, Hawaii Revised Statutes, requires new measures subjecting unregulated professions and vocations to licensing or other regulatory controls to be referred to the Auditor for analysis; and

 

     WHEREAS, section 26H-6, Hawaii Revised Statutes, further requires that referral to the Auditor shall be by a concurrent resolution that identifies a specific legislative bill to be analyzed; now, therefore;

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that in accordance with section 26H-6, Hawaii Revised Statutes, the Auditor is respectfully requested to conduct a sunrise review of the licensure of associate physicians proposed by Senate Bill No. 61, Regular Session of 2023; and

 

     BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and Director of Commerce and Consumer Affairs.
