SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT AN ANALYSIS OF THE REGULATION AND LICENSURE OF ASSOCIATE PHYSICIANS.

 

 


     WHEREAS, a 2020 study published by the Hawaii Journal of Health & Social Welfare estimates Hawaii's current estimated physician shortage to be between 710 and 1,008 full time equivalents; and

 

     WHEREAS, physician shortage adversely impacts the health and welfare of Hawaii's residents, particularly vulnerable populations in rural communities; and

 

WHEREAS, persons who have graduated from an accredited medical school but who have not been accepted to a medical residency program are not eligible to be licensed to practice medicine in the State; and

 

     WHEREAS, Senate Bill No. 61, introduced during the 2023 Regular Session, proposes the authorization of associate physicians to practice medicine in the State and the regulation and licensure of associate physicians; and

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, the Legislative Reference Bureau is respectfully requested to conduct an analysis of the licensure of associate physicians proposed by Senate Bill No. 61, Regular Session of 2023; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Legislative Reference Bureau and Director of Commerce and Consumer Affairs.
