A BILL FOR AN ACT

 

 

RELATING TO SCHOOL CAMPUSES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State must pursue means to attract and retain quality school teachers, specialized staff, and administrators.  One mechanism in this effort would be the provision of much-needed housing.  The legislature also finds that that many school campuses, particularly those in rural areas and on the neighbor islands, offer the State an opportunity to provide housing within or around the campus for those school employees.  The legislature further finds that the use of existing state property and infrastructure would expedite construction at reduced costs.  These efforts would also bolster student life and reduce traffic congestion.

     The legislature recognizes that the school facilities authority is responsible for all public school development, planning, and construction related to capital improvement projects assigned by the legislature, governor, or board of education.  This makes the school facilities authority the ideal entity to lead efforts to construct and develop housing on department of education campuses.  The legislature further finds that the Lahainaluna complex and Kulanihakoi complex include school campuses that are well-suited for this purpose, as they already have appropriate infrastructure in place.

     The purpose of this Act is to establish and appropriate funds to the school facilities authority for a pilot program to provide for the planning, design, and construction of housing for school employees at schools in the Lahainaluna and Kulanihakoi complexes on the island of Maui.

     SECTION 2.  (a)  There is established a Maui campus housing pilot program, to be administered by the school facilities authority during the planning, design, and construction of housing within a school campus or located within a two-mile radius of a school campus in the Lahainaluna or Kulanihakoi complexes on the island of Maui.  The program shall make the housing available to teachers, staff, and administrators employed at schools in the Lahainaluna and Kulanihakoi complexes on the island of Maui.  The program shall commence on July 1, 2023, and end on June 30, 2029; provided that after construction of the housing is completed, the Hawaii public housing authority shall administer the program.

     (b)  No later than twenty days prior to the convening of the regular sessions of 2024, 2025, 2026, 2027, 2028, and 2029, the school facilities authority and department of education shall together submit to the legislature a report, which shall include, at minimum:

     (1)  Information on the progress of the program;

     (2)  The funding needs of the program; and

     (3)  Any proposed legislation, including legislation to establish a permanent program for a wider scope of public school teachers, staff, and administrators.

The school facilities authority shall not be required to participate in submitting the report to the legislature the year after the completion of the construction of the housing, if submission of the report is still required at that time.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment and administration of the Maui campus housing pilot program established pursuant to section 2 of this Act.

     The sums appropriated shall be expended by the school facilities authority for the purposes of this Act.

     SECTION 4.  This Act shall take effect on June 30, 3000.
