A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the fourteenth senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $18,805,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the fourteenth senatorial district, as follows:

1.   Kalihi Uka elementary school

     A.   Plans, design, equipment, and construction to stabilize the foundation in buildings A and C, stabilize walkways in building C, and surround the school with a six-foot perimeter fence for safety.

          Construction                 $8,000,000

          Total funding                               $8,700,000

2.   Kalihi Waena elementary school

     A.   Plans, design, equipment, and construction to replace the central walkway covering.

          Plans                           $35,000

          Construction                   $150,000

          Total funding                                 $205,000

3.   Moanalua middle school

     A.   Construction and equipment for the completion of the outdoor covered play court.

          Equipment                    $2,000,000

          Construction                 $2,000,000

          Total funding                               $4,000,000

4.   Moanalua high school

     A.   Design and construction for synthetic turf field and track improvements; ground and site improvements; equipment and appurtenances.

          Design                         $600,000

          Construction                 $5,200,000

          Total funding                               $5,800,000

5.   Red Hill elementary school

     A.   Construction to restore the B-C grass area.

          Construction                   $100,000

          Total funding                                 $100,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2023.
