HOUSE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HAWAIIAN HOME LANDS TO CONDUCT A STUDY THAT EVALUATES POSSIBLE METHODS OF FLOOD REMEDIATION AND FLOOD AVERSION FOR CERTAIN AREAS OF THE ISLAND OF MOLOKAI.

 

 

 


     WHEREAS, flooding on the island of Molokai has become increasingly dangerous, especially after two recent large storms; and

 

     WHEREAS, a number of beneficiaries of the Hawaiian Homes Commission Act, 1920, as amended, reside on Molokai; and

 

     WHEREAS, flooding has significantly affected the lives of these beneficiaries, as their homes have been repeatedly impacted by runoff and mud; and

 

     WHEREAS, if the State fails to act, the problem will persist and become worse over time; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Hawaiian Home Lands is requested to conduct a study that evaluates possible methods of flood remediation and flood aversion for the areas of Kalamaula, Kapaakea, Kamiloloa, and Makakupaia on the island of Molokai; and

 

     BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands may consult with appropriate governmental agencies, experts, or other relevant persons in conducting the requested study; and

 

     BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to submit a report of its findings, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission and Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
