A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Seventh REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $266,493,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the seventh representative district, as follows:

1.   Natural energy laboratory of Hawaii authority

     Construction for completion of the exploration phase for potable water including drilling, casing, and testing of the exploratory well.

     Construction                 $5,000,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

2.   Natural energy laboratory of Hawaii authority

     Construction for expansion of the existing six acre research campus by an additional four acres with a new building and outdoor research space at the Hawaii Ocean Science and Technology Park.

     Construction                $12,000,000

          Total funding                    $12,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

3.   Natural energy laboratory of Hawaii authority

     Design and construction for road construction, including archaeological monitoring, construction, engineering services, HELCO service fees, construction management, and contingencies.

     Design                         $112,000

     Construction                $31,584,000

          Total funding                    $31,696,000

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

4.   Natural energy laboratory of Hawaii authority

     Design, construction, and equipment and appurtenances for an upgrade to the internal electrical grid, pumps, associated pipelines, and electrical hardware, including equipment control and monitoring software.

     Design                         $250,000

     Construction                   $625,000

     Equipment                    $1,025,000

          Total funding                     $1,900,000

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

5.   Natural energy laboratory of Hawaii authority

     Plans for expanding opportunities for testing innovative conservation, energy, offshore aquaculture, and ocean monitoring concepts through completion of a comprehensive environmental impact statement.

     Plans                        $1,500,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

6.   Kealaheke high school

     Plans and construction for upgrading football stadium lights from the current HID lighting to LED lighting to support green energy initiative and replacing aging electrical infrastructure attached to stadium lights.

          Total funding                     $4,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Kealakehe elementary school

     Design and construction for  a new cafeteria building, including full service cooking kitchen and air conditioning; grounds and site improvements; and equipment and appurtenances.

     Design                       $1,500,000

     Construction                $13,500,000

          Total funding                    $15,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Kealakehe elementary school

     Design and construction for  a roof cover play court on F-Field, including grounds and site improvements, equipment, and appurtances.

     Design                         $500,000

     Construction                 $4,500,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   Kealakehe high school

     Design and construction for replacement, modernization, and upgrading of school elevators to work safely, consistently, and maintain ADA compliance for the school.

     Design                         $500,000

     Construction                 $2,500,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  Kealakehe intermediate school

     Design and construction for  an outside library lanai with roof shade covering, safety and health protocols and outside learning environment, ground and site improvements, and equipment and appurtenances.

     Design                         $500,000

     Construction                 $4,500,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Kealakehe intermediate school

     Design and construction for installation of roof cover and resurfacing of the basketball court and volleyball court; safety and health protocols and outside learning environment; ground and site improvements; and equipment and appurtenances.

     Design                         $500,000

     Construction                 $4,500,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

12.  Villages of Lai Ōpua

     Construction for utility upgrades and adjustments to existing infrastructure for village 4, Hema subdivision, and village 5, Kaniohale subdivision, including sewer flow testing to determine capacity to accept new wastewater flows from village 4, Hema subdivision.

     Construction                   $500,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.

13.  Villages of Lai Ōpua

     Plans and design for further development of residential homesteads in the Villages of Lai Ōpua, including additional potable water source development, storage facilities,  transmission mains, and appurtenances.

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.

14.  Villages of Lai Ōpua

     Plans, design, and construction for additional potable water source development, including developing a new well with storage facilities and transmission mains and appurtenances.

     Construction                $41,500,000

          Total funding                    $45,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.

15.  Honokohau small boat harbor

     Construction for the installation of sewage pump stations, sewer lines, and force mains to redirect wastewater from individual wastewater systems within the harbor to the County of Hawaii sewer system along Queen Kaahumanu highway.

     Construction                 $3,175,000

          Total funding                     $3,175,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

16.  Honokohau small boat harbor

     Design and construction for asphalt paving, striping, and drainage improvements within harbor.

     Design                         $300,000

     Construction                 $2,500,000

          Total funding                     $2,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

17.  Honokohau small boat harbor

     Construction for upgrade and replacement of existing electrical system, including installation of power pedestals for individual slips.

     Construction                 $3,875,000

          Total funding                     $3,875,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

18.  Honokohau small boat harbor

     Design and construction for replacement of existing fixed concrete piers at Piers I and J with new aluminum framed floating docks with plastic lumber fenders, fiber reinforced plastic decking, electrical and water utilities, and lighting.

     Design                         $300,000

     Construction                 $4,500,000

          Total funding                     $4,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

19.  Pālamanui community forest comprehensive survey and assessment

     Plans for conducting a comprehensive survey and assessment for the Pālamanui forest area, including an archaeological inventory survey, biological survey, fire management plan, and recreation plan.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

20.  Puu Waawaa and Puu Anahulu area

     Construction for installation of ten miles of ungulate proof fencing along the highway in the Puu Waawaa and Puu Anahulu area to stop the egress of animals on the road.

     Construction                   $500,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

21.  Puu Waawaa forest reserve and Puu Anahulu game management area

     Plans and construction for developing a strategic network of accessible widened roads and fire fuel breaks in the Puu Waawaa forest reserve and Puu Anahulu game management area, including the installation of four 50,000 gallon water tanks.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

22.  Puu Waawaa road

     Construction for repaving road entering Puu Waawaa with new blacktop from the gate to the hunter check station.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

23.  Daniel K. Inouye highway, Hawaii

     Land and construction for a new roadway or realignment, or both, to extend the highway from the Hilo terminus to the Queen Kaahumanu highway; ground and site improvements; and equipment and appurtenances.

     Land                         $9,000,000

     Construction                $80,000,000

          Total funding                    $89,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

24.  Kona community hospital

     Plans for a central utility plant, site utilities, loading dock, and building infrastructure.

     Plans                       $16,247,000

          Total funding                    $16,247,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

25.  Kona community hospital

     Plans for expanding the pharmacy.

     Plans                        $2,300,000

          Total funding                     $2,300,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

26.  Kona community hospital

     Plans, design, construction, and equipment and appurtenances for a dedicated chilled water system.

     Plans                           $50,000

     Design                         $250,000

     Construction                 $1,200,000

     Equipment                    $1,000,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

27.  Kona community hospital

     Plans, design, construction, and equipment and appurtenances to replace the aged hospital domestic hot water system.

     Construction                   $600,000

     Equipment                      $600,000

          Total funding                     $1,350,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

28.  Hawaii community college at Pālamanui

     Plans and design for expanding the Pālamanui campus for the nursing facility, including any necessary infrastructure and regulatory requirements.

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
