A BILL FOR AN ACT

 

 

RELATING TO TRANSPORTATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Lower Puna district is a beautiful place to ride a bicycle, but unfortunately it is also one of the most dangerous.  The construction of bicycle lanes will help improve traffic flow by giving bicyclists their own safe place on the roadway, while keeping motor vehicles in their respective lanes.  By providing a safe place to ride, bicycle lanes encourage more riders to enjoy cycling, which has health benefits for the riders as well as for the environment by reducing air pollution and greenhouse gas emissions.

     The purpose of this Act is to appropriate funds to the department of transportation to design and construct a plan to make Puna one of the safest areas for bicyclists and motorists to share the roads.  The plan is to provide for the construction of a protected bicycle path on Highway 130, from state route 11 to Paradise Drive.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for plans, design, construction, and equipment for a protected bicycle path on highway 130, from state route 11 to Paradise Road in Puna on Hawaii island.

     The sums appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
