RELATING TO HOUSING. Authorizes the counties to reclassify lands fifteen to one hundred acres in certain rural, urban, and agricultural districts in which at least fifty per cent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income.

RELATING TO FIREWORKS. Establishes the shipping container inspection program and appropriates funds for the shipping container inspection program. Requires the Department of Public Safety to submit reports to the Legislature on implementation of the shipping container inspection program. Appropriates funds.

RELATING TO THE DEPARTMENT OF EDUCATION. Appropriates funds to the Department of Education to design and construct photovoltaic panel coverings over playgrounds at all Department of Education schools.

RELATING TO ENVIRONMENTAL CRIMES. Establishes the Environmental Crimes Unit within the Office of the Attorney General. Makes the disposal of motor vehicle tires in violation of State law governing recovery of used motor vehicle tire recovery a petty demeanor crime. Establishes a $1 motor vehicle tire surcharge to be imposed on every replacement tire installed on a motor vehicle in the State after September 30, 2023. Requires tire retailers and tire wholesalers who install replacement tires to pay the surcharge to the Department of Health, and the Department of Health to deposit the revenues into the Environmental Management Special Fund. Allows the Department of Health to use the Environmental Management Special Fund to fund the Environmental Crimes Unit. Appropriates Funds.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Establishes a public policy framework that addresses state goals in the area of economic diversification. Appropriates funds to the Hawaii Technology Development Corporation to implement specific projects that address those goals. Requires the Hawaii Technology Development Corporation to submit annual reports to the legislature. Effective on July 1, 2023.

RELATING TO THE OFFICE OF INFORMATION PRACTICES. Allows the office of information practices to issue written guidance to resolve disputes under the State's Uniform Information Practices Act and sunshine law. Appropriates funds for two new permanent positions in the office of information practices.

RELATING TO HUMAN SERVICES. Appropriates funds to DHS to restore basic adult dental benefits to medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure.

RELATING TO DISTRICT BOUNDARY AMENDMENTS. Permits the counties to make district boundary amendments without consideration from the land use commission for certain classifications of land parcels with an area of fifty acres or less.

RELATING TO TAXATION. Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023.
