RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Allows advertising of concessions on public property to be done via newspaper publication or online advertising.

      Status & Testimony

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Increases the term of a concession from 15 to 25 years and removes the requirement that certain concessions can only be awarded to nonprofit organizations.  Provides that the director of the parks and recreation of the respective county in their sole discretion to avoid vagueness in the present law should make certain decisions and designation.  Exempts from the bidding requirements of Chapter 102, HRS, concessions on public property whose operations provide historical and cultural information, goods, and services within the State.

RELATING TO SPECIAL MANAGEMENT AREAS.

Exempts public facilities from review and permitting requirements applicable to special management areas by amending the definition of "development".

RELATING TO SEA LEVEL RISE ADAPTATION.

Requires the Office of Planning and Sustainable Development to establish a pilot program to convene a working group to develop a Waikiki adaptation and resilience plan to address climate change and sea level impacts in the Waikiki special district.  Requires reports to the Legislature.  Makes an appropriation.

RELATING TO SPECIAL MANAGEMENT AREAS.

Expands exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities.

RELATING TO LAND USE.

Requires the office of planning and sustainable development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district.  Requires reports to the legislature.  Appropriates funds.

RELATING TO FISH AGGREGATION DEVICES.

Provides funds to the department of land and natural resources to support the deployment, replacement, and maintenance of fish aggregation devices.

RELATING TO FISHERMAN SAFETY.

Prohibits purposeful harassment with the intent to prevent the taking of fish from persons who are fishing in state waters.

RELATING TO TOW-IN SURFING.

Allows tow-in surfing during periods that are below high surf warning levels as declared by the National Weather Service.

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on beaches encumbered with easements in favor of the public.
