RELATING TO ABANDONED WELLS.

Establishes an income tax credit for taxpayers who are required to fill and seal abandoned wells on their real property.  Clarifies the definition of the term "abandoned well".  Requires sellers of real property to disclose the existence of wells on the property.  Requires an owner or prior owner of an abandoned well to repair or fill and seal the well at the owner's or prior owner's expense.  Appropriates funds for three full-time equivalent ground surveyor positions under the Commission on Water Resource Management.

RELATING TO TRAILS.

Appropriates moneys for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the na ala hele program for the protection and expansion of public trail access statewide.

Expands exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities.

RELATING TO LAND USE.

Requires the office of planning and sustainable development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district.  Requires reports to the legislature.  Appropriates funds.

Prohibits any person from presetting commercial beach equipment on beaches encumbered with easements in favor of the public.

Appropriates funds to the Department of Land and Natural Resources Division of Forestry and Wildlife Maui branch for the purchase of additional vehicles.

RELATING TO THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT.

Appropriates moneys to the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources for purchasing equipment, funding training, and establishing 20.0 FTE positions.

RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the county of Hawaii to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the county of Hawaii.  Conditions the appropriation on the county of Hawaii contribution of matching funds.

RELATING TO THE LAND CONSERVATION FUND.

Removes the monetary cap for the amount of conveyance taxes collected that shall be paid into the land conservation fund.

RELATING TO THE PUPUKEA MARINE LIFE CONSERVATION DISTRICT.

Requires the Department of Land and Natural Resources to establish and conduct the Pupukea marine life conservation district carrying capacity pilot program.  Appropriates moneys.

RELATING TO THE LAND CONSERVATION FUND.

Increases the percentage of the land conservation fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund.  Increases the maximum dollar amount of the conveyance tax distribution to the land conservation fund.  Appropriates funds from the land conservation fund for the resource land acquisition.

RELATING TO BEACHES.

Includes in the State's policies for the physical environment under the Hawaii State Planning Act, the development of a statewide beach assessment study and a restoration and conservation plan.

Allows tow-in surfing during periods that are below high surf warning levels as declared by the National Weather Service.
