RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Increases the maximum term of a concession.  Exempts concessions for beach or ocean-related recreational services from sealed bid requirements, with certain conditions.  Provides that a county director of parks and recreation has sole discretion to designate which county parks are environmentally, culturally, historically, or operationally unique for purposes of determining whether a concession at the park is exempt from the sealed bid requirements.  Expands the exemption for concessions at county zoos, botanic gardens, or county parks that are designated by the respective county director of parks and recreation, in the director's sole discretion, as environmentally, culturally, historically, or operationally unique; provided that the concessions are awarded to responsible offerors whose proposals are the most advantageous, rather than solely to certain nonprofit corporations.  Effective 1/1/2050.  (HD1)

RELATING TO DEVELOPMENT RIGHTS.

Expands the authority of the counties to transfer development rights to address areas at risk of sea level rise, coastal erosion, storm surge, or flooding.  Effective 7/1/2050.  (HD1)

RELATING TO SPECIAL IMPROVEMENT DISTRICTS.

Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits.  Effective 7/1/2050.  (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Amends the membership of the Hawaii community development authority by removing the county council as the nominating authority for the community development district representatives, removing one at-large member, reducing the number of district resident representatives, and making the director of planning and permitting of each county a voting, rather than a nonvoting, member.  Effective 7/1/2050.  (HD2)

RELATING TO EASEMENTS.

Allows the granting of easements on public lands to be exempted from formal subdivision process and approval requirements, including requirements for surveying and formalizing easements.  Effective 7/1/2050.  (HD1)

RELATING TO DISTRICT BOUNDARY AMENDMENTS.

Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres but less than or equal to fifty acres, subject to land use commission review and approval.  Prohibits parceling of such lands.  Effective 7/1/2050.  (HD2)
