RELATING TO MAUNA KEA. Establishes the Mauna Kea Stewardship and Oversight Authority as the principal authority for management of state-managed lands above the 9,200 feet elevation line on Mauna Kea, in conjunction with the Department of Land and Natural Resources. Requires the authority to manage land uses; human activities, uses, and access; stewardship; education; research; disposition; and overall operations. Authorizes the Authority to develop a framework to allow astronomy development on Mauna Kea. Authorizes the Authority to establish advisory groups. Allows the Authority to limit certain commercial use and activities on Mauna Kea. Requires the Authority to allow the University of Hawaii a certain amount of viewing time at the telescopes. Provides certain restrictions on leases. Requires the timely decommissioning of certain telescopes. Requires an application and fee for all recreational users of Mauna Kea. Establishes the Mauna Kea Management Special Fund. Requires an audit of the Mauna Kea Stewardship and Oversight Authority. Reverts management to the University of Hawaii Board of Regents and President if the audit finds the Authority unfit to continue. Appropriates funds. Effective 1/1/2055. (SD1)

RELATING TO INCARCERATION. Appropriates moneys for the development and maintenance of diversion, reentry, and rehabilitation services and programs by non-profit organizations in the State. Requires a report to the Legislature. Effective 7/1/3000. (SD1)

RELATING TO BONDS. Requires any county or other issuer of private activity bonds to submit quarterly reports to the Department of Budget and Finance on the status or use of its portion of the allocation of the annual state ceiling. Prohibits the authorization of special purpose revenue bonds requiring allocation of the annual ceiling, unless requested and approved by the Legislature, between 6/30/2022 and 12/31/2028. Requires allocation of the annual ceiling to a county with a population of five hundred thousand or more between 6/30/2022 and 12/31/2028 to be used only for rental housing projects eligible for low-income housing tax credits. Effective 7/1/2050. (SD1)
