RELATING TO EDUCATION.

Establishes within the Department of Education a workforce readiness program to provide opportunities for students to earn associate degrees, workforce development diplomas, pre-apprenticeship certificates, and other industry-recognized certificates.  Requires the Department to designate schools, including adult community schools, to participate in the program.  Appropriates funds for the Workforce Readiness Program and two full-time equivalent (2.0 FTE) Adult Workforce Readiness Program Coordinator positions.  Effective 7/1/2051.  (SD1)

Establishes a chief data officer and data task force within the office of enterprise technology services to develop, implement, and manage statewide data policies, procedures, and standards and to facilitate data sharing across state agencies.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO MAUNA KEA.

Establishes the Mauna Kea Stewardship and Oversight Authority as the principal authority for management of state-managed lands above the 9,200 feet elevation line on Mauna Kea, in conjunction with the Department of Land and Natural Resources.  Requires the authority to manage land uses; human activities, uses, and access; stewardship; education; research; disposition; and overall operations.  Authorizes the Authority to develop a framework to allow astronomy development on Mauna Kea.  Authorizes the Authority to establish advisory groups.  Allows the Authority to limit certain commercial use and activities on Mauna Kea.  Requires the Authority to allow the University of Hawaii a certain amount of viewing time at the telescopes.  Provides certain restrictions on leases.  Requires the timely decommissioning of certain telescopes.  Requires an application and fee for all recreational users of Mauna Kea.  Establishes the Mauna Kea Management Special Fund.  Requires an audit of the Mauna Kea Stewardship and Oversight Authority.  Reverts management to the University of Hawaii Board of Regents and President if the audit finds the Authority unfit to continue.  Appropriates funds.  Effective 1/1/2055.  (SD1)

RELATING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.

Authorizes the Department of Human Services to provide additional housing assistance subsidies of up to $500 per month to Temporary Assistance for Needy Families (TANF) and Temporary Assistance for Other Needy Families (TAONF) program participants who are participating in the First-To-Work program.  Appropriates funds.  (SD1)

RELATING TO INCARCERATION.

Appropriates moneys for the development and maintenance of diversion, reentry, and rehabilitation services and programs by non-profit organizations in the State.  Requires a report to the Legislature.  Effective 7/1/3000.  (SD1)

RELATING TO WASTE MANAGEMENT.

Establishes an Extended Producer Responsibility Program.  Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year.  Provides for the deposit of fees into an Extended Producer Responsibility Special Fund.  Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a report that assesses the resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule.  Appropriates moneys.  Effective 7/1/2100.  (SD1)

RELATING TO OHANA ZONES.

Expands the statutory exemptions granted to the Ohana Zones Pilot Program contracts.  Extends the sunset date for the Ohana Zones Pilot Program for three years to June 30, 2026.  Establishes a five-year Homeless Triage Center Pilot Program administered by the Department of Human Services to operate a Homeless Triage Center that serves as a crisis assessment and management center.  Appropriates funds for the Ohana Zones Pilot Program and the Homeless Triage Center Pilot Program.  Effective 7/1/2050.  (SD1)
